GARMISCH PARTENKIRCHEN, Germany (March 20, 2013) – Two staff members of the Defense Department’s George C. Marshall European Center for Security Studies earned honors in Army- and DOD-level media competitions recently.

Aryn Lockhart, a graphic designer and team lead for the center, earned a first-place award in the Army’s Maj. Gen. Keith L. Ware Public Affairs Competition. Lockhart’s “A Reflection of Bastogne” photojournalism piece took honors for “Stringer – Photojournalism” in awards announced March 19.

While she knew her material had been published in the newspaper, she did not know she was entered in the Army's annual media contest. "I was surprised," Lockhart said. "At first I thought it had to have been a mistake."

Lockhart will now compete at the DOD level in the Thomas Jefferson Awards program.

Meanwhile, her colleague, Army Sgt. 1st Class Andrew Smith, also earned a place in the DOD’s Military Photographer of the Year competition March 19. Smith earned the honors in the "Sports" and "Illustrative Photography" categories of MILPHOG. Smith is serves as the NCO in charge of the Marshall Center's visual information division.

Signed memo kicks off new relationship between US, Germany, Turkey

ANKARA, Turkey (March 13, 2013) – The Defense Department’s European regional center for security studies signed a memorandum of understanding here March 13 that paves the way for greater cooperation between the United States, Germany and Turkey.

The George C. Marshall European Center for Security Studies and Turkish National Police Academy signed the agreement at the Anıttepe Campus of the TNPA in Ankara. The memorandum frames academic cooperation between two entities including participant and faculty member exchange programs as well as joint academic workshops, seminars and symposiums.

Retired Army Lt. Gen. Keith W. Dayton, director of the Marshall Center; and retired German Maj. Gen. Hermann Wachter, represented the Marshall Center at the ceremony. The President of TNPA, Dr. Remzi Fındıklı, and his deputies Dr. Hasan Huseyin Cevik, First Police Superintendent Orhan Secgin and Ali Osman Elmastas also participated in the signing ceremony.

This is the Marshall Center’s first memorandum of understanding signed with a non-DOD or German Ministry of Defense agency, according to Special Agent Jospeh Vann, professor of national security studies and the Naval Criminal Investigative Service faculty chair.
