I voted "no" on the conference report for H R 4310, National Defense Authorization Act for Fiscal Year 2013. Just like the House version, the conference report authorizes billions in spending above the limit set in the August 2011 debt ceiling deal—this time, $6.2 billion above the limit. Just like before, it authorizes spending above the Department of Defense's budget request. And, most important, just like before, it does nothing to prevent the indefinite detention, without charge or trial, of Americans arrested on U.S. soil (which was permanently authorized in the 2012 NDAA). In fact, the conference report even strips out the Feinstein amendment, which passed overwhelmingly in the Senate and would have put at least some protections into law. The conference report passed 315-107.
