Reports Prepared for the Commission on the National Guard and Reserves
The Federal Research Division (FRD)—under an interagency agreement with the Commission on the National Guard and Reserves (CNGR)—conducted research in support of two congressionally mandated reports submitted by CNGR in March 2007 and January 2008. The nine reports prepared by FRD cover a range of topics: budgeting for reserve component equipment; directors of emergency management, homeland security, and military departments in the 50 states and territories; general and flag officer authorizations (numbers and pay grades); military support to civil authorities; the National Guard Bureau; pay, benefits, and allowances for National Guard and reserve active-duty and inactive-duty personnel; reform of the military retirement system; and reorganization and consolidation of the reserve components. The reports analyze federal and state statutes and regulations; military directives; and government studies, particularly those of the Department of Defense and the executive branch.

About the Commission on the National Guard and Reserves
The Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005, Pub.L.No. 108–375, Section 513, provides for the establishment of the 13-member independent CNGR to recommend changes to the National Guard and other reserve components regarding organization, equipment and compensation. This law also specifies that the commission will terminate 90 days after the submission of its final report. The CNGR’s Final Report to Congress and the Secretary of Defense (PDF) was submitted on January 31, 2008. The John Warner National Defense Authorization Act for Fiscal Year 2007, Pub.L.No. 109–364, Section 529, instructs the CNGR to examine more than a dozen proposals contained in proposed legislation regarding the authorities of the National Guard Bureau and the National Guard (S.2658/H.R. 5200, 109th Congress). The commission’s findings and recommendations are contained in its Second Report to Congress (PDF), submitted on March 1, 2007.
