H.R. 86 is expected to be considered on the floor of the House under a motion to suspend the rules, requiring a two-thirds vote for passage. The legislation was introduced by Rep. John Campbell (R-CA) on January 6, 2009. The Committee on Natural Resources approved the bill by unanimous consent on October 28, 2009.

H.R. 86 adds certain rocks, small islands, and lighthouses to the California Coastal National Monument. The bill also would repeal statutes enacted in the 1930s that reserved two of the rocks for lighthouses, which were never constructed.

The California Coastal National Monument, created in 2000, is located off the coast of California.

The Congressional Budget Office (CBO) estimates that implementing H.R. 86 would have no significant effect on the federal budget and would not affect revenues or direct spending.
