GUIDELINES FOR USE OF COUNTY

CONFERENCE / MEETING ROOMS AND GROUNDS

Facility may be used by:

  1. Any government agency or appointed committee, board, etc.
  2. Building tenants
  3. Registered not for profit organizations
  4. Non-Registered not for profit organizations

In general, the Building Maintenance Supervisor has the right to request any of the following information to determine if an organization has the status of being a Registered not for profit or Non-Registered not for profit organization:
  1. Constitution or mission statement
  2. All current by-laws
  3. Names of all officers
  4. List of all members
  5. Other information deemed necessary to prove the organization is for the good of the County and its citizens.

The Building Maintenance Supervisor reserves the right to refuse the use of facilities to any organization, if he deems refusal is in the best interest of Schuyler County.


Facility use and priorities:

  1. County Government has first priority.
  2. Occupants of the building and other governmental sponsored functions have second priority.
  3. Registered not for profit organizations have third priority.
  4. If it is necessary to preempt use of the facility, the organization being preempted is to be notified at least one week in advance, except in an emergency.

Applications for use of the facility:

    All Government Agencies and building tenants are exempt from submitting the Schuyler County       Building Use Permit.

Applications for the use of the facilities must be submitted on the Schuyler County Building Use Permit.

Application for the permit to use the facilities or grounds must be made to the Building Maintenance Supervisor or his designee 30 to 90 days prior to the requested date.  Please submit all completed applications to:

All permits for use will be issued for the specified times and locations only.  All permits are nontransferable and restricted to the  specified purposes on the Building Use Permit.


Facility hours of operation and scheduling:

  1. Monday – Friday except holidays.  The Schuyler County Human Services Complex is open from 7:30 am until 9:00 pm.
  2. Scheduling is done through the Building and Grounds office between 8:00 am and 3:30 pm
  3. Weekend use of the facility is limited to County agencies and building tenants except as described under “Facility use fees”.

Facility use fees:

    1. No fee is set for government agencies or building tenants.
    2. All other organizations shall pay the following fees:

A fee of $10 per hour is charged for use of conference rooms outside normal hours of operation (see 5A).  There is a 3-hour minimum charge for use of the facility.  A custodian must be present one-half hour before and one-half hour after the scheduled time (there will also be a charge for this time at the same rate of $10.00 per hour).

All fees to be paid in advance.

The custodian will unlock the doors one-half hour before the scheduled use and will close the building after the scheduled use.

A $50.00 security deposit to be paid in advance for each use.  If, after use of the facility, the premises are found to be in the same condition as they were, the deposit will be returned.

Other facility guidelines:

    1. NO SMOKING is allowed on the premises
    2. NO ALCOHOLIC BEVERAGES are allowed on the premises.
    3. NO ANIMALS are allowed in the building except service dogs and dogs in service for training classes.
    4. All persons using the building shall do so in a quiet and orderly manner.
    5. Use of building equipment, systems, facilities, telephone/fax communication systems must be specifically requested in each instance.
    6. Violations of these rules will automatically deny further use of the building.
