Commissioner Announces Grants To Expand Outpatient Treatment
The New York State Office of Alcoholism and Substance Abuse Services (OASAS) today announced that two outpatient treatment providers—one based in Franklin County and the other in the Bronx—will receive a three-year grant funded by the Substance Abuse And Mental Health Services Administration (SAMHSA) to serve adolescents with substance use disorders.

Commissioner Announces RFP for 50 Residential Beds in WNY/LI
The New York State Office of Alcoholism and Substance Abuse Services (OASAS), announced today that the agency is releasing a request for proposal to increase the number of residential beds serving young adults battling prescription drug misuse and opiate addiction. OASAS intends through this supplement, to award two 25 bed Capital projects, one in Long Island and one in Western New York, to address the problem of increasing opiate dependency in the 18 to 25 year old young adult population. These two areas of the State are showing the worst effects of this problem. Proposals will be scored on a capital and programmatic scale. Providers must demonstrate the ability to provide the appropriate residential services and complete the capital project in a timely manner. It is anticipated that awards will be made by mid-April 2013.

Part 822-5 Opioid Treatment Program Model Case Record Forms
The OASAS Technical Assistance/Systems Reform Unit is pleased to announce that *NEW* Part 822-5 Opioid Treatment Program Model Case Record Forms have been finalized and are now posted on the OASAS website. These forms were developed to assist providers in meeting regulatory requirements for patient case record documentation as well as for training staff in Part 822-5 requirements. Revised Incident & Death Report Forms & Submission Procedure
Beginning January 15, 2013, all reportable incidents and deaths must be submitted to OASAS on the revised SQA-53 (Incident Report) and PAS-23 (Death Report) forms. The revised forms must be entered into the fillable PDF document and submitted via e-mail to OASAS at legal@oasas.ny.gov and your Field Office Program Manager (or your Bureau of Addiction Treatment Center Liaison if you are an OASAS ATC). We believe the revised forms will help facilitate accurate and timely reporting and data entry retrieval. Should you have any questions regarding this notice, please contact your Field Office Program Manager (ATCs should contact the Bureau of Addiction Treatment Centers).

OASAS Releases Final Clinical Guidance Manual
The Clinical Guidance Manual is a resource for providers to support quality clinical practice consistent with OASAS regulations. It was developed collaboratively with input from the Administrative Relief Group, Clinical Advisory Panel and many other individual providers and OASAS staff.

Revised Part 815, 818 and 819 Regulations
Revisions to the Part 815 Patients Rights, Part 818 Chemical Dependence Inpatient Rehabilitation and Part 819 Chemical Dependence Residential Services regulations, originally proposed in July 2011, were adopted effective July 11, 2012. These changes were the result of a coordinated effort with the provider field through the Administrative/Regulatory Relief Work Group. The revised regulations are available on the OASAS Regulations webpage.

2012 Treatment Program Scorecards Available
OASAS announces the release of the 2012 Treatment Program Scorecards. This is the second year that OASAS has issued treatment scorecards for use by the general public, Local Governmental Units (LGUs) and the provider community. The scorecards are accessible via the OASAS Provider Directory Search function on the OASAS website.

New 2012 OASAS Outcomes Dashboard Available
OASAS announces the release of the 2012 Outcomes Dashboard. The Dashboard is the foundation for the OASAS Statewide Comprehensive Plan and serves as a roadmap for addressing the prevention, treatment and recovery needs of New Yorkers. It is part of an ongoing effort to integrate outcomes management into the priorities of the agency and the addictions field.

OASAS/TJC "Deeming" Option for 818 and 816 Providers
New York Mental Hygiene law allows OASAS to accept the accreditation survey of The Joint Commission (TJC) in lieu of a separate licensing survey conducted by OASAS for certain eligible hospital-based 816 and 818 providers.
