S.S. Badger coal ash permit could be in limbo through early 2013

As the S.S. Badger's coal-ash dumping permit ended at the end of 2012, the Ludington-based ferry company might have to wait until March 1 to find out the initial federal ruling on its five-year permit application to continue discharging into Lake Michigan.
