HighTechCaucus

Co-Chairs: Michael McCaul and Doris Matsui

Business is the engine of America’s economy and the High Tech sector is the engine of America’s innovation.  Congressman McCaul formed the Congressional High Tech Caucus shortly after he was first elected to the United States House.  The goal is to find ways to keep America’s tech sector strong and provide our domestic industry with the support it needs to remain on the cutting edge.  Bringing together the best and brightest minds in the high tech sector generates the ideas that create high paying jobs and allows us to become a more efficient and competitive nation.

 

The Congressional High Tech Caucus is a bipartisan forum in which Members of Congress address the concerns vital to this important industry.  The Caucus solicits briefings from industry leaders and experts as well as educators and government working on related issues.  The Caucus gives industry leaders, university and private researchers and interested groups the ability to share their ideas, by promoting dialogue, to improve our high tech sector, expand job growth and enhance American competitiveness and innovation in the 21st Century global economy.
 
During the 112th Congress, the High Tech Caucus is focused on working in a bipartisan fashion in order to explore policy solutions on the innovation economy including the following issues that are of utmost importance to the industry:
 
Increased Spectrum
Allowing broadcasters to voluntarily give up spectrum they are not using so it can be utilized for increased mobile broadband demand.     
 
Tax reform
Repatriation; increase and make permanent the R&D tax credit.
 
High Skilled Workforce
Grant visas to legal immigrant students who receive Ph.D's in STEM (Science, Technology, Engineering and Math) without a net increase in visas granted.  The objective is to keep our talent here instead of exporting it to other countries that compete against us.
 
Cyber Security
Better facilitating information sharing between the government and private sector so that companies receive useful and timely information about potential threats without compromising security.  Assurances are also necessary that the private sector can share information about security breaches without penalty.
