Location: Kirkland, WA       

Purpose: To complete a critical transportation link for bicycle and pedestrian commuters, providing access to Kirkland, Bellevue and a park and ride lot allowing access to downtown Seattle.

Importance: Once complete, this non-motorized connection will be a critical part of Kirkland's transportation network and reduce traffic congestion by providing safe, convenient and efficient options for people to leave their cars at home and use transit or trails to meet their transportation needs.

Recipient: Tulalip Tribes of Washington
Amount: $4,200,000
Location: Snohomish County, WA

Purpose: This funding will complete the final design, permitting and construction bid documents for the construction of an eight lane, widened bridge and expanded Interstate 5 on and off-ramps at the 116th Street exit in north Snohomish County.
 
Importance: This project will provide up to 200 regional jobs during the construction phase, and the increased mobility and safety enhancements will drive economic development in north Snohomish County.

Project Title: 156th Street I-5 Overcrossing Project - WA
Recipient: City of Marysville
Amount: $1,000,000
Location: Marysville, WA

Purpose: This funding will be used for the property acquisition to allow for the construction of an overpass of Interstate 5 in Marysville, WA.

Importance: The vehicular and pedestrian access provided by a new I-5 overpass will permit freight and commercial mobility to approximately 492 acres zoned for commercial and residential development, facilitating economic and job growth for the Marysville community.

Project Title: 164th Avenue Bicycle Corridor Improvements - WA
Recipient: City of Bellevue
Amount: $2,000,000
Location: Bellevue, WA

Purpose: To improve bicycle facilities and complete gaps in a two-mile long bicycle corridor allowing a diverse set of neighborhoods access to employment centers, public services and transit.
 
Importance: This project would create a safe and efficient route for bicycle trips in east Bellevue.  The corridor would better protect bicyclists and provide residents improved access to transit, community services, schools, parks and the regional trail system.

Amount: $6,000,000
Location: Pierce County, WA

Purpose: This funding would provide for the construction of an extension of 198th Street to Highway 410 in Pierce County, WA.
 
Importance: The completion of this connection would enhance freight mobility in Pierce County by improving the access to the Port of Tacoma and the free trade zone at Cascadia and allowing for further economic and job growth in the region.

Project Title: 1st Avenue South Corridor Improvements, Phase II - WA

Amount: $2,000,000
Location: Burien, WA

Purpose: To provide funding for the infrastructure improvements on 1st Avenue South, in Burien, WA, a regionally significant corridor connecting over five cities and communities in King County.
 
Importance: The infrastructure improvements on 1st Avenue South will improve safety for pedestrians, transit riders and bicyclists and encourage economic growth by bringing in new businesses and encouraging redevelopment of existing business properties.

Project Title: 29-Mile Foothill Trail Project, Phase II Buckley to South Prairie - WA
Recipient: Pierce County
Amount: $2,990,000
Location: Pierce County, WA

Purpose: This funding will complete paving of 2.9 miles of trail along the Foothills Trail, from Buckley to South Prairie, WA.
 
Importance: The completion of this trail will provide a 23-mile non-motorized transportation option for the communities of Buckley and South Prairie to access larger economic and employment centers like Puyallup and Tacoma, WA.

Amount: $2,500,000
Location: Marysville, WA

Purpose: This funding will provide for the design and environmental review to construct a new east/west transportation corridor in Marysville, WA.

Importance: The extension of 40th Street in the Whiskey Ridge area of Marysville will decrease vehicular congestion along this corridor, stimulating new commercial and mixed use business investment in the region.

Amount: $3,900,000
Location: Fife, WA

Purpose: To provide funding for a widening project on 70th Avenue in Fife, WA and other improvements that will ease very high congestion levels and increase safety for vehicles, non-motorized traffic and pedestrians.
 
Importance: This project will ease overall congestion, allow greater freight mobility, and increase safety for bicyclists and pedestrians along the major north-south arterial between the Port of Tacoma and Fife industrial areas.

Purpose: This funding will support and improve ongoing composite and advanced material research at the AMTAS center in Seattle, WA. 

Importance: The work of AMTAS will continue to provide leading research and cutting edge materials to advance aerospace design and construction in the United States.

Recipient: Washington State Housing Finance Commission

Location: Statewide

Purpose: This funding will support the Washington State Housing Finance Commission's revolving loan fund, providing financing to nonprofit developers to use in creating opportunities for affordable homeownership and low income rental housing.
 
Importance: The Land Acquisition Program allows eligible organizations the ability to move quickly in the real estate market to compete with for-profit developers and has the potential to provide up to 164 units of affordable housing in different communities around the state.

Project Title: American Lake Veterans Housing Project - WA

Location: Tacoma, WA

Purpose: This funding will provide for the site acquisition and design of the renovation of 75 affordable housing units for homeless veterans in the greater Tacoma area.

Importance: The completion of this affordable housing project would provide at least 75 homeless veterans a stable and secure location next to the American Lake VA medical center in Tacoma, WA.

Location: Mount Vernon, WA

Purpose: To provide funding for the construction of a new arterial roadway connecting South Laventure Road to the Anderson/Road Interstate-5 interchange in Mount Vernon, WA.
 
Importance: This extension will provide considerable congestion relief to access I-5 in Mount Vernon, creating traffic patterns that are safe, have a smaller carbon footprint and will reduce the need for costly upgrades to state and federal transportation systems.

Project: Bainbridge Island Japanese American Memorial - WA
Recipient: Japanese American Memorial Committee
Amount: $750,000
Location: Bainbridge Island, WA

Purpose: This funding will provide for the completion of the design and engineering of the interpretive center at the Bainbridge Island Japanese Memorial.

Importance: In addition to providing up to 175 construction jobs, the completion of this community memorial on this national historic site will provide a cultural draw, stimulating tourism and related economic growth in the Puget Sound region.

Project Title: Beaudry Road Crossing and Pathway Project, Phase II Grade Separation - WA

Purpose: This funding will construct an ADA-approved pedestrian grade separated crossing of Beaudry Road connecting local Elementary, Middle and High School campuses, Administrative buildings and recreational fields.
 
Importance: This safety enhancement will protect over 200 staff and students every day who use this growing transportation corridor to access local schools.

Project Title: Bellevue-Redmond Bus Rapid Transit - WA
Recipient: King County
Amount: $9,300,000
Location: Bellevue and Redmond, WA

Purpose: To complete the funding for the construction of a 9.25-mile long street-running Bus Rapid Transit line between downtown Bellevue and downtown Redmond, WA.
 
Importance: This project will provide an all-day, rapid transit connection between the quickly expanding urban centers of Bellevue and Redmond.  This line will expand transit capacity in the corridor to over 1 million riders in its first year, reducing congestion, decreasing commute times and increasing safety for transit users both with updated facilities and modern low-floor diesel/electric hybrid vehicles.

Project Title: Bellingham Waterfront Project Overwater Walkway - WA
Recipient: City of Bellingham

Location: Bellingham, WA

Purpose: To provide funding for an overwater, multimodal walkway connecting downtown Bellingham to the Bellingham Waterfront project. 
 
Importance: This overwater walkway will provide a safe, alternative route for pedestrians and bicyclists to access the Bellingham Bay and the Waterfront project, which will consist of 3,000 mixed-use housing units, a Western Washington University campus extension and an expansion of downtown Bellingham business development.

Project Title: Ben Franklin Transit: Vehicle Fleet Expansion and Modernization Project - WA
Recipient: Ben Franklin Transit Authority
Amount: $6,800,000
Location: Benton County, WA

Purpose: To provide funding for the acquisition of 25 new hybrid transit buses to replace an aging fleet more than 20 years old.
 
Importance: A modernized fleet is needed by Ben Franklin Transit to serve the growing populations of Benton and Franklin counties that will allow equal access to those in wheelchairs, reduce operating and maintenance costs and run on hybrid technology and renewable fuels.

Purpose: To provide funding for the implementation of a self-service short-term bicycle rental system and development of covered bike racks and on-demand bicycle lockers at transit facilities around Seattle's South Lake Union area.
 
Importance: This program will provide a cost-effective substitute for local and short-distance trips that tend to be made by cars in urban areas, reducing congestion and increasing safety by raising the visibility and quantity of bicyclists around the city.

Project Title: Bothell Crossroads/SR 522 Realignment project - WA

Location: Bothell, WA

Purpose: To provide funding for construction at Bothell Crossroads that will realign SR 522 one block to the south and create a new streamlined intersection, eliminating a major congestion bottleneck on the heavily used east-west connection between Seattle and Bellevue, WA.
 
Importance: This realignment will improve regional traffic mobility, local traffic and pedestrian flow and safety while providing a significant economic development catalyst for the city of Bothell.

Purpose: This funding will provide for the construction of a multi-lane roundabout and other safety improvements for the high-traffic intersection at Boulevard and Log Cabin Roads in Olympia, WA.
 
Importance: Boulevard Road is a critical regional corridor connecting the communities of Tumwater, southeast Olympia and Lacey.  This project will provide for the safe and efficient movement of people and goods in the region, maximizing pedestrian and bicycle safety while maintaining vehicle mobility.

Amount: $1,900,000
Location: Ellensburg, WA

Purpose: This funding will provide for the construction of surface transportation infrastructure in the Bowers Field Industrial Business Park in Ellensburg, WA, a key economic development project for the central Washington region.
 
Importance: This project will provide needed transportation infrastructure for Bowers Field Industrial Park, a key economic development initiative in the region that will employ up to 1,500 new workers in family wage jobs.

Location: Ellensburg, WA

Purpose: This funding will provide for the completion of Bowers Road bypass, a connection for Northeast Kittitas County access to the Bowers Field Industrial Business Park and other major roadways in the region.
 
Importance: The completion of the Bowers Road extension will provide direct access to Bowers field industrial park, driving economic development and job growth in the region, and enhance pedestrian safety by creating new bike lanes and diverting industrial traffic away from downtown Ellensburg.

Recipient: Boys and Girls Clubs of Southwest Washington

Location: Vancouver, WA

Purpose: This funding will provide for the remodeling and new construction for expansion of the Jim Parsley Community Center in Vancouver, WA.
 
Importance: This project will allow the Boys and Girls Club of Southwest Washington to expand high quality, constructive after school programs for school-age youth in central Vancouver,  an area with at least 16% of the population living below the poverty line where no other daily, low-cost youth facilities exist.

Purpose: This funding would provide for the redesign, renovation and expansion of three community-based service centers to augment youth and adult programs for low-income public housing residents in Bellevue, WA.
 
Importance: This project will benefit approximately 700 very low-income residents in three public housing sites with employment training, job placement and access to computer technology while approximately 200 youth, ages 7-17, will have increased access to homework help, social skills training and recreational activities.

Project Title: Broadway Bridge Replacement Project - WA

Purpose: This funding will provide for the engineering analysis and preliminary construction to replace the Broadway Bridge in Everett, WA which was recently discovered to be structurally deficient for current daily traffic and freight volume.
 
Importance: The replacement of this bridge will provide approximately 30 construction jobs, enhance the seismic safety of the crossing and increase freight and vehicle mobility to major employment and economic centers in the region.

Project Title: Capitol Hill East Precinct Development Project - WA
Recipient: Capitol Hill Housing
Amount: $750,000
Location: Seattle, WA

Purpose: This funding will provide for the construction of the Capital Hill East Precinct Development, turning a parking lot into a mixed-use development serving low-income renters, the Seattle Police Department and local arts and cultural organizations in the Capital Hill neighborhood in Seattle, WA.
 
Importance: This project will build 63 affordable apartments available to residents making less than 60% of the area median income, including nine units set aside specifically for people transitioning out of homelessness and will keep working low-income individuals and families near public transit and employment opportunities.

Project Title: Cattle Point Road Relocation: San Juan Island - WA
Recipient: San Juan County Public Works
Amount: $6,400,000
Location: San Juan Island, WA

Purpose: To provide funding for the final project design and construction to relocate Cattle Point Road on San Juan Island.
 
Importance: Cattle Point road is the only access to two residential communities on San Juan Island and, due to erosion, will be forced to close due to structural failure in as little as five years.  This project will provide quality construction jobs during the relocation and needed pedestrian and bicyclist safety improvements.

Project Title: Cedar Grove Mobile Home Park Flood Buyout and Relocation of Displaced Residents - WA

Location: Maple Valley, WA

Purpose: This funding will be used for land acquisition and the relocation of residents in the Cedar Grove Mobile Home Park away from a flood prone segment of the Cedar River floodplain in Maple Valley, WA.
 
Importance: This project will assist in the purchase of this mobile home park to relocate the residents out of a floodplain, channel mitigation zone and high hazard overbank flood path of the Cedar River.  Residents currently experience frequent severe flood damage, septic system failure and water contamination.

Purpose: To provide funding for the construction of an additional 1.8 miles of trail on the Centennial trail, Snohomish county's green and sustainable trail system that supports non-motorized transportation and recreation.
 
Importance: This expansion would provide 30 new mixed trade jobs in Snohomish county, and contribute to the County's economic development, sustainability and alternative transportation long term goals.

Purpose: This funding will provide for the construction of a new YMCA community recreation facility in Silverdale, WA.
 
Importance: This project will provide for 170 construction jobs and, once complete, 50 family-wage staffing jobs that will employ persons of low to moderate income, and will sustain YMCA's youth academic and after-school programs including homework clubs, youth mentoring, leadership training and health and nutrition education.

Purpose: This funding will provide for the repair and upgrade of rail line between Vancouver, WA and the Chelatchie Valley in Southwest Washington.
 
Importance: This track rehabilitation will allow for increased track speed along this corridor which enhances rail freight mobility and will allow for expanded economic investment and job growth in Southwest Washington.

Project Title: City Center Access Project, Phase III - WA
Recipient: City of Federal Way
Amount: $1,500,000
Location: Federal Way, WA

Purpose: To provide funding to complete construction for additional right and left turn lanes of the southbound ramps at 320th St., the sole I-5 access to the Federal Way City Center.
 
Importance: This project falls within Washington's Highest Accident Corridors and Highest Accident Locations and will substantially reduce congestion and increase safety for all vehicles travelling through this area.  Additionally, the congestion reduction will increase regional freight mobility and support further economic development in the City Center, providing both immediate and long term new jobs to the area.

Purpose: This funding will complete the construction of the Coal Creek Parkway safety expansion project in Newcastle, WA.
 
Importance: This project provides over 61 direct jobs overseeing the design and construction of the parkway expansion and will significantly reduce regional congestion which sees an accident rate 112% that of the statewide average.

Purpose: This funding will provide for the repaving of the runway and taxi ways to increase the load bearing capacity of the Columbia Gorge Regional Airport in Dallesport, WA.

Importance: This project will increase the Columbia Gorge Regional Airport's runway load bearing capacity to maintain existing air traffic and encourage further business investment and economic development in the Columbia River Gorge region.

Purpose: This funding will help complete the site feasibility study and initial planning for the development of a regional airport serving northeast Washington State in Colville, WA.

Importance: The development of a regional airport serving northeastern Washington State with the capacity for both small jet commuter and cargo planes will exponentially expand the opportunity for economic growth in the region, providing family wage jobs during and after construction of the project.

Purpose: This funding will provide for the development of an NCRC Reinvestment Center demonstration project in Tacoma and Vancouver, WA, targeted to low to moderate income individuals and families for housing and economic counseling, education, job and asset-building training.
 
Importance: This project will focus on low to moderate income community residents in these two regions to help them keep their homes or leased apartments, and for those who have lost employment, connect them with asset building collaboratives and job training.

Purpose: This funding will provide matching funds for Community Transit to purchase 30 new clean fuel or hybrid buses to replace aging vehicles.
 
Importance: To safely and adequately serve a transit ridership in Snohomish county that is steadily increasing (11% in 2008), Community Transit must have a modern, cost effective and fuel efficient fleet of buses.

Purpose: This funding will provide for the construction of the TAF Community Learning Space facility in White Center, WA.
 
Importance: This project will provide a facility for school age youth that will contain office space, an academic support center, four technology labs and a large multipurpose room to provide no-cost educational opportunities and technology skills to low income minority students in the White Center community.

Purpose: To provide funding for a High Capacity Transit (HCT) Alternatives Analysis to determine mode and alignment for an HCT project in Clark County.
 
Importance: The level of congestion on the roads of Clark County is matching the rapid population growth seen in the region.  High Capacity Transit would significantly decrease vehicular traffic in the region, increasing road safety and allowing for further economic development, and this alternatives analysis will allow C-TRAN and the community to identify which corridor and type of transit would be most beneficial.

Location: Vancouver, WA

Purpose: This funding will be used to replace 12 C-TRAN buses, six of which will be used for paratransit service throughout Clark County.
 
Importance: In order to provide comprehensive public transit services to Clark County, enhancing access to local businesses and decreasing regional congestion, C-TRAN must modernize its fleet of buses. A new, modernized, more environmentally friendly fleet of buses will decrease the impact on the environment and increase C-TRAN's efficiency by reducing maintenance costs and time delays.

Purpose: This funding will assist in the acquisition and renovation of a new facility for use by Dawson's Place Child Advocacy Center in Everett, WA.
 
Importance: A new, updated facility will allow Dawson's Place Child Advocacy Center to expand and improve its facility which currently assists over 650 sexually abused children and their non-offending families annually through the recovery and rehabilitation process with a caring, comprehensive and innovative nationally recognized program.

Location: Spokane, WA

Purpose: To provide funding to complete Phase I construction on Division street and to implement the preliminary design and engineering on Phase II, a further .5 mile project extension into downtown Spokane from I-90.
 
Importance: The completion of this project will generate approximately $5 million in new construction development which will leverage approximately $8.4 million in increased business volume for downtown Spokane.  Additionally, this project will separate vehicular traffic and provide bike, rail, bus and light rail connections to decrease overall congestion and increase significantly the safety of non-motorized transportation in the city.

Location: Gig Harbor, WA

Purpose: This funding will provide for the construction of a pedestrian bridge and an intersection transfer to improve traffic flow and parking around Donkey Creek Park in Gig Harbor.
 
Importance: The current intersection at Harborview Dr. and N. Harborview Dr. handles over 12,000 vehicles daily and conflicts with local business and park access.  The construction of the pedestrian bridge and adjustment of the intersection 500 feet to the North will provide safety enhancements for both pedestrians and vehicles.

Location: Tacoma, WA

Purpose: This funding will help develop and complete streets in downtown Tacoma, involving transitioning right-of-way for multimodal use including new bike paths, widening sidewalks, street trees and other pedestrian safety improvements.
 
Importance: These improvements in Tacoma's downtown core and financial services district will enhance pedestrian safety and retain employers and entice additional economic growth and diversification.  This project is one part of a much larger program by the City of Tacoma to transform the local economy to one comprised of diversified professional services, bringing in 500 new jobs in the downtown area alone.

Purpose: This funding will provide for the completion of curb and building face improvements, pedestrian plaza and street realignment as part of a revitalization project in downtown Yakima, WA.
 
Importance: The completion of this project will allow for a safe, pedestrian-friendly downtown region for Yakima, stimulating economic development and job growth for a region that contains a poverty rate of 51%, the highest in Central Washington.

Project Title: Dungeness National Wildlife Refuge Access Road Improvement Project - WA

Location: Port Angeles, WA

Purpose: To provide funding for the widening of the access road leading from US Highway 101 to the Dungeness Wildlife Refuge, a major tourist destination in Clallam County.

Importance: Tacoma’s Hilltop Community has struggled economically, with limited opportunities for small businesses to grow and provide jobs and economic stability to the area.  Construction on the Business Center and subsequent permanent jobs will generate $19 million in indirect economic impact and create approximately 300 jobs during the one-year construction phase.  Additionally, as small businesses grow and develop utilizing the infrastructure and resources of the Business Center, over 400 permanent jobs will be created, producing approximately $18 million annually in salaries and several million in indirect impact.
