A Cooperative Web Archiving Project, sponsored by the NDIIPP and managed by the Web Archiving team, enlisted experts from the Library's curatorial divisions to identify international and national high-value collecting areas, with a focus on foreign countries experiencing volatile political situations. The Library experts were asked in early 2007 to identify scholarly centers, or partner institutions, with recognized expertise in the collecting areas, to assist in the collection and preservation of important at-risk materials. The following organizations were provided Archive-IT accounts during 2007 to 2011 to build collections:
- Electronic Literature Organization: Electronic Literature
- Georgetown University: Belarus-Moldova-Ukraine
- George Washington University: Russian Parliamentary Elections 2007 and Russian Presidential Election 2008
- Stanford University Islamic and Middle Eastern Collection: Iranian blogs
