Carter Secures Funding for Pre-Adjudication Diversion Progra

Washington, Nov 9, 2005 - Washington, D.C. – Today the House of Representatives passed the Science, State, Justice,
and Commerce Appropriations Conference Report, H.R. 1751. The bill included a request by U.S. Representative John R. Carter (TX-31, Round Rock ) for $200,000 for the Texas State Technical College Pre-Adjunction Program.
Carter, who served as a state district judge for 20 years, said, “The Pre-Adjudication Diversion Program and Service Delivery System will provide substance abuse treatment and workforce development, while at the same time reducing the growing burden on the Texas prison system.”
This pre-adjudication diversion program and service delivery system would divert arrested individuals away from the criminal justice system to residential treatment programs focused on behavioral modification and skills development necessary for reintegration into society. Federal funds would afford the establishment of two treatment facilities in Texas, each providing services to up to 200 individuals.
The bill will now await President George W. Bush’s signature before becoming law.
