complement the traffic mitigation and roadway network required to support the
surrounding developments that are projected to provide 2,100 to 3,500 new jobs.
These improvements will support the future traffic needs in the area, enhance
freight mobility, improve network connections for all travel modes, relieve
congestion along State Route 99 and create a competitive economic environment
in the City of Des Moines.

commercial shopping areas. It eliminates unsafe conditions for motorists,

Importance: The Aurora Avenue corridor is a significant arterial in the
regional transportation network and services as an alternative route to
Interstate 5. When Interstate 5 experiences high levels of congestion due to
weather or traffic accidents, Aurora Avenue serves as alternate route. The
ability to maintain transit service along during these times is critical to the
mobility of the residence and business in the corridor. The corridor is also
classified as a freight corridor and carries in locations over 40,000 vehicles
per day.

bus service between the Ballard/Uptown and downtown Seattle that will improve

downtown Seattle via 15th Avenue West, Elliot Avenue West, Mercer Street and
3rd Avenue.
Importance: Implementation of RapidRide will have far reaching benefits.
In addition to improving transit service between the Ballard/Uptown area and
downtown Seattle this RapidRide service through use of new hybrid buses will
reduce greenhouse gas emissions and automobile dependence.

deteriorating Berrydale Bridge that carries approximately 7,000 vehicles a day
over the Burlington Northern Santa Fe (BNSF) railroad crossing on Kent
Black-Diamond Road. The bridge is structurally deficient and obsolete –
carrying a sufficiency rating of only 5.8 out of 100.
Importance: This project will maintain usage of a key north-south access
road that crosses over the Burlington Northern Santa Fe Railroad carrying 7,000
vehicles per day. The areas linked by the Kent-Black Diamond Road are
experiencing considerable growth. This includes the cities and communities
surrounding Covington and Black Diamond. In Black Diamond, over 200 homes are
expected to be under construction within the next several years. If the bridge
is closed, significant detours and traffic congestion will result.

encounters and improve air quality by reducing emissions from idling vehicles
at the at-grade crossing.

an uninterrupted corridor for freight to travel to and from the 40 million
square feet of warehouse and industrial space in the Kent valley to Interstate
5 and the ports of Seattle, Tacoma, and SeaTac International Airport. The
project will also improve safety by eliminating the at-grade crossing and
significantly reduce greenhouse gas emissions by eliminating the idling of
