Eloy Vasquez-Santiago, 29, told two Hillsboro detectives that he struck and then stabbed 55-year-old Maria Bolanos-Rivera, killing her, according to an affidavit in support of an arrest warrant filed in Washington County Circuit Court. Hillsboro city council approves issuing bonds for baseball stadium and other big-ticket items

The Hillsboro city council passed a jam-packed consent agenda Tuesday night with ramifications for city parks, libraries and building departments. Most pressing, the council approved the issuance of $12.5 million in full faith and credit bonds to fund construction of a new ballpark for recently named Hillsboro Hops Class A baseball team.
