Sen. Lautenberg speaks at the groundbreaking for the new rail tunnel under the Hudson River, the largest mass transit public works project in America. The tunnel will create tens of thousands of jobs and double commuter rail capacity between New Jersey and New York. Lautenberg also announced that the federal government will sign an "Early Systems Work Agreement" for the tunnel, which demonstrates the federal government's commitment to provide $3 billion over the life of the project.
