The incumbent serves as Deputy Director and is responsible for assisting in managing the National Library Service for the Blind and Physically Handicapped (NLS/BPH) a Division which administers the only nation-wide program which provides complete library service to blind and physically handicapped persons of all ages in the United States and its territories. NLS/BPH is responsible for selecting, procuring and distributing suitable reading material and having it produced in media (audio, braille, and large print) which can be read by blind and physically handicapped persons. It conducts a program to develop and produce equipment on which blind and physically handicapped persons play specially recorded books, periodicals, and other materials. It arranges for the distribution of such equipment and provides for its maintenance. NLS/BPH also provides instruction in braille transcribing and proofreading. It conducts a general reference service on all matters pertaining to blindness.

The Labor Relations Team Leader is responsible for developing and administering the Library's labor management relations program under the supervision of the Director for the Office of Workforce Management, Human Resources Services, and Office of Support Operations. Independently and through the Labor Relations Specialists working under his or her direction, the Team Leader performs a wide range of functions including (1) Implementing and conducting program activities to achieve the vision and mission of the labor relations programs, consistent with the Library's strategic plan; (2) representing the Library in collective bargaining ; (3) administering the Library's collective bargaining agreements; (4) deciding grievances; (5) representing the Library in proceedings before arbitrators, the Federal Mediation and Conciliation Service, the Federal Labor Relations Authority and the Federal Service Impasses Panel; (6) responding to union information requests; (7) advising supervisors and managers at all level on compliance with the Federal Service Labor-Management Relations Statute, Library of Congress Regulations, and collective bargaining agreements; and (8) conducting training on labor-management relations topics. To ensure a high-performing team, the Team Leader trains, coaches, mentors, motivates/rewards, and assures the quality of the work of the Specialists. The Team Leader builds relationships with the Library's unions and interest-based problem resolution. The Team Leader fosters an environment of trust open communication, creative thinking and cohesive team effort to achieve continuous improvement of the Library's labor-management relations program.

This position is located in The Office of Strategic Initiatives (OSI). The incumbent reports directly to the Supervisory Information Technology Specialist in the Educational Outreach Division. The purpose of this position is to develop content for the Library's online educational outreach programs and projects. The incumbent may be assigned to work on such projects as a member of a team or independently.
The Educational Outreach Division, now part of OSI, has been established to shape the Library of Congress historical collections to the needs of the K-16 educational community. The goal of the office is to raise public awareness of the value of primary resources and increase their use at the elementary and secondary school level, and on into post secondary school. The office engages the help of experts to identify major issues associated with the effective use of primary source materials, and promotes the effective use of the materials through a variety of channels, including Internet, staff development workshops, conference presentations and web conferences. The office identifies Library collections that are appropriate for K-12 development, produces curriculum guides to accompany the primary source collections, establishes distribution channels, develops teacher and librarian training, and investigates new technologies for dissemination.

The Chief, Conservation Division, works under the general guidance and administrative supervise of the Director for Preservation. The incumbent plans, organizes, and directs the programs of the Conservation Division. The incumbent has broad latitude in executing program objectives and final responsibility on program and administrative matters. The incumbent receives general policy direction from the Director for Preservation and is delegated full professional responsibility for directing the activities of the Division and related external activities. Performance is evaluated in terms of the overall effectiveness of managerial and administrative duties assigned by the Director to support the overall conservation objectives of the Library of Congress.
