Nine cadets visited D.C. this week to announce the results of a RAND Corporation report that shows that every dollar spent on the Youth ChalleNGe Program results in a return of $2.66. Louisiana’s three programs alone graduate nearly 1,400 youths each year, the most of any one of the 33 states that have a program.
