    Human Rights: State Department Followed an Extensive Process to Prepare Annual Country Reports

    a DRL may also consult nongovernmental organizations in revising country report preparation instructions.

    b Staff in DRL’s International Labor Affairs Office are the primary DRL editors for Section 7 on Worker Rights.

    c Legislation mandates that the report be issued no later than February 25th each year; however, according to State, it has informed both the House Foreign Affairs Committee and the Senate Foreign Relations Committee of the difficulty of meeting the statutory deadline.
