JOB SUMMARY:

The Government Accountability Office (GAO)supports the U.S. Congress in its oversight responsibilities by conducting original research and analysis to assess how well federally-funded programs are operating and assist with the development of legislation and appropriation reviews.

This position is located in the Government Accountability Office (GAO), Financial Management and Business Operations (FMBO), Financial Management (FM), Accounting and Financial Reporting Branch. 

 

FM provides critical financial services to GAO.  FM is primarily responsible for the development, maintenance, and management of GAO's accounting operations, fiscal policy (including travel policy), and financial management reporting systems.  FM prepares and ensures the propriety of reported financial information; develops agency travel guidance based on Federal Travel Regulation; provides information on vendor invoice payments; and provides user access to Delphi, the agency's financial system and custom reporting tool.  The Accounting and Financial Reporting Branch is responsible for accounts payable, accounts receivable, fixed asset accounting, cash reconciliations, payroll data interfaced from the National Finance Center; financial transactions interfaced from the travel, purchase card and PRISM acquisition systems; financial statement preparation.  All financial data is processed by the Enterprise Services Center (ESC) Delphi financial system, an Oracle Financial based system.

This position serves as the Supervisor of the Accounting Branch.

  • Responsible for the quality, timeliness and accuracy of accounting information and data.
  • Prepares, reviews and approves all monthly, quarterly and annual financial statements.
  • Prepares analyses of financial data used for decision making.
  • Key liaison with external auditors of the annual financial statements and with ESC (accounting service provider).
  • Designs, plans, and carries out special projects and/or reviews to assist the FM Director on matters relating to program or operational effectiveness.
  • Plans and carries out program/procedural development and administrative functions and for the development and maintenance of a strong internal control environment and procedures. 
  • Performs the full range of supervisory functions. 
  • Performs other duties as required.

Applicants must have 1 year (52 weeks) of specialized experience at the next lower band level, or equivalent to the GS-13 grade level in the Federal service, which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position.  Specialized experience is defined as practical experience in evaluating and resolving complex accounting problems, interpreting policies and generally accepted accounting principles and standards, and providing expert advice and guidance on accounting and financial management procedures.


  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    OR

  2. Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
