Maricopa County Special Health Care District

This audit focuses on areas outlined in legislation. The District receives revenues from various sources, including patients or insurers, its property tax, and federal and state assistance. Financial stability has generally improved, but the District should continue to work toward ensuring future stability. District executives generally earn less than their counterparts nationally. The District should re-examine its model for obtaining physicians to ensure it is still optimal and the sole-source contract is still needed. In fiscal year 2008, the District’s charity care program served 39,540 individuals. The District also had approximately $87 million in uncompensated care costs during fiscal year 2008.

Arizona Department of Juvenile Corrections—Rehabilitation and Community Re-entry Programs

The Department has adopted treatment programs modeled after best practices, but has not implemented them as designed. Further, the Department should improve the process for making juvenile offender treatment and release recommendations. Finally, juveniles who are transitioning into the community need better support in returning to school, employment, and other support services.

Arizona Public School Districts' Dollars Spent in the Classroom Fiscal Year 2008

Although Classroom Site Fund (CSF) monies have provided about $300 million a year for the classroom, Arizona’s fiscal year 2008 classroom dollar percentage of 57.3 is lower than it was before CSF monies began. Although prohibited by law, many districts appear to have used their CSF monies to supplant—or replace—other monies they were previously spending in the classroom. As a result, both the classroom dollar percentage and teacher salaries are lower than they could have been.

Apache Junction USD

Apache Junction Unified School District

Apache Junction USD’s administrative and plant operation costs per student were higher than comparable districts’. The District also spent substantially more per rider than comparable districts because it transported its students many more miles. The District spent some Proposition 301 monies inappropriately, and dollars spent in the classroom were below the comparable district and state averages. Apache Junction USD will need to restructure its English Language Learner’s program to comply with the state model.
