H.R. 5099 is expected to be considered on the floor of the House on Tuesday, May 18, 2010, under a motion to suspend the rules, requiring a two-thirds vote for passage. The legislation was introduced by Rep. Barney Frank (D-MA) on April 21, 2010.

H.R. 5099 would designate the facility of the United States Postal Service located at 15 South Main Street in Sharon, Massachusetts, as the "Michael C. Rothberg Post Office".

On the day of the Sept. 11 terrorist attacks, Michael C. Rothberg was working for Cantor Fitzgerald as managing director of program trading. His office was on the 104th floor of the World Trade Center, and he died in the terrorist attacks.

According to CBO, any costs related to new post office designations, which include the cost of changing the name on the building, signs, and maps, are not significant.
