Valdes and West Milford Police Chief Timothy Storbeck announce the arrest of Quasheem J. Reels, age 25, of Paterson, New Jersey as a result of an investigation into an alleged drug-induced death investigation. The complaint charges Reels with the following crimes: Strict Liability for Drug-Induced Death, first degree, a violation of N.J.S.A. 2C:35-9a, Possession of a Controlled Dangerous Substance, third degree, a violation of N.J.S.A. 2C:35-10a(1), and Distribution of a Controlled Dangerous Substance, third degree, a violation of N.J.S.A. 2C:35-5b(3), third degree. A first degree charge carries a maximum sentence of twenty years in New Jersey State Prison. A third degree crime carries a maximum sentence of five years in New Jersey State Prison. Press Release December 7, 2012 Woodland Park Police Officer Indicted Passaic County Prosecutor Camelia M. Valdes announced that on Tuesday, December 4, 2012, a Passaic County Grand Jury returned an indictment against former Woodland Park police officer Steven E. Vigorito Jr., charging him with one (1) count of Attempted Aggravated Sexual Assault, a First Degree crime; one (1) count of Attempted Sexual Assault, a Second Degree Crime; one count of Luring and Enticing a Child, a Second Degree Crime; three (3) counts of Official Misconduct, each a Second Degree crime; and one count of Attempted Endangering the Welfare of a Child, a Third Degree crime. The First Degree charge is subject to the No Early Release Act, requiring 85% of any sentence imposed to be served before parole eligibility, and carries a maximum penalty of up to 20 years in State Prison. The Second Degree Charges are each punishable by up to 10 years in State Prison with the Official Misconduct charges requiring a mandatory minimum of five (5) years be served in New Jersey State Prison before parole eligibility. The Third degree charge is punishable by up to five (5) years in New Jersey State Prison. It has been reported that as early as 1686 there are records of a colonial Attorney General appearing on behalf of the King in “West New Jersey”. In 1812 the New Jersey Attorney General was authorized by statute "to appoint deputies to prosecute the pleas of the state in such counties as he may not be able to attend in person". The duties of a county prosecutor have developed through court decisions and legislation. As our courts have pointed out, a county prosecutor has an obligation to detect and arrest, as well as to obtain indictments and prosecute them. He is under a statutory duty to investigate suspicious situations and determine the facts in the process of detecting and arresting, especially when he receives information that makes it reasonably probable that the law has been violated.
