JOB SUMMARY:

The Government Accountability Office (GAO) supports the U.S. Congress in its oversight responsibilities by conducting original research and analysis to assess how well federally-funded programs are operating and assist with the development of legislation and appropriation reviews.

Information technology can be a key element of management reform, dramatically reshaping government to make it more responsive and efficient. Today's rapid technological change and innovation, including the growth of the Internet, offer unprecedented opportunities to use information technology to enhance government service to citizens by improving performance and reducing costs. The Information Technology team leads GAO's efforts to help the government address these important challenges by working to build the government's capacity to manage information technology and to manage the collection, use, and dissemination of information in an era of rapidly changing technology.

 

IT analysts participate in evaluations of the federal government's more than $80 billion annual investment in information systems, focusing on both institutional and system-specific IT management issues. Institutional issues include IT capital planning and investment control, enterprise architecture development and implementation, information assurance and computer security, system or software acquisition and development capability, network management, and telecommunications management. Systems-specific areas relate to modernization and to operations and maintenance programs and projects including systems architecture, system life cycle management, system investment management, and system security. Work products include evaluation reports, Congressional briefings and testimony, and technical advice to Congressional members and staff. Project teams range in size from two to several analysts.

 

Entry-level Information Technology analysts learn to perform the full range of IT analyst duties through a two-year Professional Development Program (PDP) during which they typically contribute to three or more projects. During your first two years with GAO, the PDP experience includes a combination of on-the-job and classroom training, regular feedback and coaching, and exposure to different projects and management styles. Project assignments are based on a combination of GAO's needs and the employee's professional background and interests.

Typical entry-level duties include:

 

Information Technology audit design: supporting the development of appropriate IT audit approaches, and the project's scope and methodology, in collaboration with GAO experts in IT audit methodologies;

 

Data collection: gathering and reviewing IT policies and procedures and conducting interviews of agency officials;

 

Program evaluation/organizational analysis: understanding and describing government agencies' IT structures, missions, goals, and processes;

 

Data analysis: summarizing facts in writing, interpreting data, understanding data limitations, and utilizing data to determine patterns, trends, or irregularities in internal control activities, policies, and procedures, and assessing the reliability of information and the adequacy of systems of internal control;

 

Collaboration: working well in a team-based environment through effective communication and information sharing;

 

Presenting information orally: contributing to the effective delivery of technology related information to internal and external interested parties, through oral briefings, the use of visuals and graphics, and other appropriate means;

 

Writing: recording information from interviews with agency officials and drafting segments of reports, briefings or testimony statements.

BACHELOR'S DEGREE WITH SUPERIOR ACADEMIC ACHIEVEMENT

(a) Bachelor's degree in computer science OR (b) a bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

BACHELOR'S DEGREE PLUS ONE YEAR OF DIRECTLY RELATED GRADUATE-LEVEL EDUCATION. The bachelor's degree must meet the description of (a) or (b) above. One year of graduate education is generally considered to be 18 semester hours or the number of hours as determined by the school attended to represent 1 year of full-time graduate study.

 

 

 


BACHELOR'S DEGREE PLUS ONE YEAR (52 WEEKS) OF SPECIALIZED EXPERIENCE AT THE NEXT LOWER LEVEL, or equivalent to the GS-5 grade level, in the Federal Service. Specialized experience is defined as professional experience involving information technology policy or program analysis that demonstrates analytical, data gathering, evaluation, and communication skills.

 

Evaluation of Education: Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.
