JOB SUMMARY:

The Government Accountability Office (GAO)supports the U.S. Congress in its oversight responsibilities by conducting original research and analysis to assess how well federally-funded programs are operating and assist with the development of legislation and appropriation reviews.

This position is located in the Health Care Team. The incumbent of this position will perform entry-level analyst duties which consist of developing research methods, reviewing documents, conducting interviews, summarizing facts, interpreting data, performing program evaluations, drafting segments of reports and testimonies, and delivering oral briefings. Typically, the Health Care team work focuses on the following topics: * reforms, financing, and operations associated with Medicare, Medicaid, the State Children's Health Insurance Program, and the health systems operated by the Department of Veterans' Affairs and the Department of Defense; * trends, reforms, and federal oversight of private health insurance coverage and issues related to the uninsured population; * effectiveness of public health programs, including their ability to detect and respond to naturally occurring and bioterrorist events; * and strategies for financing and overseeing the delivery of chronic and long-term health care services. Typical entry-level duties include: * Research design: supporting the development of appropriate research questions and the project's scope and methodology, in collaboration with GAO experts in research methods; * Data collection: reviewing documents and conducting interviews with agency officials, focus groups, and participating in surveys and expert panel discussions; * Program evaluation and/or organizational analysis: understanding and describing government agencies' structures, missions, goals, and processes; * Data analysis: interpreting data, understanding data limitations, and utilizing data to determine patterns, trends, or irregularities in program activities, policies, and procedures; * Collaboration: working well in a team-based environment through effective communication and information sharing; * Presenting information orally: contributing to the effective delivery of information to internal and external interested parties through briefings, the use of visuals and graphics, and other appropriate means; * Writing: recording information from interviews, summarizing information in writing, and drafting segments of reports or testimony statements.

EDUCATION: BACHELOR'S DEGREE WITH SUPERIOR ACADEMIC ACHIEVEMENT. OR BACHELOR'S DEGREE AND AT LEAST ONE YEAR OF FULL-TIME GRADUATE-LEVEL EDUCATION. One year of graduate education is generally considered 18 semester hours (or 27 quarter hours) or the number of hours determined by the school attended to represent 1 year of full-time study. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR EXPERIENCE: ONE YEAR (52 weeks) OF SPECIALIZED (DIRECTLY RELATED) EXPERIENCE. Specialized experience for this position is described as conducting program analysis, or professional experience in a team-based environment that clearly demonstrates analytical, data gathering, writing, and research skills.
