Savanna Police Chief David Spears recently purchased a new cell phone for the Savanna Police Department. On Nov. 15, Spears contacted the District 18 Narcotics and Violent Crimes Task Force. He had been receiving text messages from an unknown person on this new cell phone regarding narcotics activity, according to a police affidavit. -
