  • The 13th Congressional District & Map

Ohio's 13th Congressional District truly is a great place to live, raise a family and do business. Congresswoman Sutton has lived most of her life in and around the communities that make up much of the district, and she is proud to represent the people and places she knows and loves so much.

Originally nicknamed the “Turnpike District”, the 13th Congressional District’s unique shape traces across the shoreline of Lake Erie in Lorain County, captures the “Emerald Necklace” of the Cleveland MetroParks and the Cuyahoga Valley National Park, and extends south to include the Portage Lakes State Park in Summit County. The 13th Congressional District is also home to institutions of higher learning such as Lorain County Community College and The University of Akron.

The 13th Congressional District stretches across four of Northeast Ohio’s most populous counties, Lorain, Cuyahoga, Medina, and Summit, and it includes all or some of over thirty communities.

Sutton Supports Energy Plan to Create New Jobs; Bill Would Repeal Subsidies for Oil Companies, Protect Environment and Invest in Renewable Energy

Washington, D.C. - Today, Congresswoman Betty Sutton voted in support of legislation that will make landmark investments in renewable energy sources, produce new jobs, help end our dependence on foreign oil and slash taxpayer funded subsidies to oil companies. H.R. 5351, the Renewable Energy and Energy Conservation Act of 2008, passed the House by a vote of 236-182.

After key renewable energy and efficiency tax incentives were removed from the Energy and Security Act passed into law last year, Sutton urged Congressional leadership to pursue passage of a bill that included these energy tax incentives. In addition to investing in wind, solar, geothermal and fuel cell technology, H.R. 5351 does include an extension and expansion of tax incentives for renewable energy, plug-in hybrid cars and energy efficient homes, buildings and appliances.

"The investment in renewable energy not only protects our environment and boosts national security, it also has substantial economic benefits," Sutton said. "The bill will help create hundreds of thousands of jobs in Ohio and throughout the country, strengthening the American economy. Additionally, I am pleased that this bill includes Davis Bacon labor standards for projects financed with tax credit bonds."

The legislation is expected to create 70,000 jobs through solar energy provisions, preserve 75,000 wind energy jobs, produce tens of thousands of geothermal and biodiesel jobs, and spur half a million jobs could from the fuel cell industry.

Furthermore, H.R. 5351 repeals $18 billion in tax subsidies for big, multinational oil and gas companies to fund the alternative energy incentives. The big five oil companies recorded unprecedented profits for 2007. One of these oil companies, Exxon Mobil, earned $40.6 billion in profits, the largest corporate profit in American history.

"Working families in Ohio are struggling to pay skyrocketing gas and home heating bills," Sutton said. "I am proud to support this bill to repeal the unnecessary subsidies to oil companies who are turning exorbitant profits at the expense of my constituents."
