Seems to be the 14th Earl of Dalhousie, Arthur George Maule Ramsay (1878-1928), who fought in the Boer Wars and WWI, as a captain in the Scots Guards.

It looks as though jssgallery.org/Paintings/Earl_of_Dalhousie.ht m must be him too, since he acceded to the title in 1887 (apparently at the age of 9).

@ Cassies grandma: I was stunned by the gorgeous uniform too. I had never seen those straps (or whatever they would be called) that are across the chest but deliberately not fastened. After searching for ages, I found this

This guy is in what looks like the same uniform and someone in the thread states categorically that it's a Scots Guards uniform (or Scots Fusilier Guards -- a previous name). Of course, it's an officer's uniform.
