On Wednesday, February 1, 2012, the House is scheduled consider H.R. 3835 under a suspension of the rules, requiring a two-thirds majority vote for passage. The resolution was introduced by Rep. Sean Duffy (R-WI) on January 27, 2012, and referred to the Committees on Oversight and Government Reform and House Administration.
H.R. 3835 would amend the Consolidated Appropriations Act, 2011 to extend for an additional year, until December 31, 2013, a pay freeze for federal civilian employees, to include Members of Congress and legislative branch employees.
The limitation was originally enacted pursuant to a provision in the Continuing Appropriations and Surface Transportation Extensions Act, 2011 (P.L. 111-322), which became law on December 22, 2010. Among other things, that legislation implemented a pay freeze for federal civilian employees (except military personnel) for two years, from January 1, 2011 through December 31, 2012.
