FACILITIES ENGINEERING CENTER OF EXCELLENCE

Mission
The Facilities Engineering Center of Excellence is a directorate of the Air Force Civil Engineer Center, a field operating agency of the Air Force Civil Engineer. The FENCE provides centralized facility design and construction for military construction, restoration and modernization, sustainment, and military family housing. The center implements standardized designs for similar facility and infrastructure types and seeks other cost-reduction strategies such as packaging multiple single-facility requirements into "whole facility investments" and regional acquisition efforts. The Air Force Comprehensive Asset Management Plan process enables the center and installation civil engineers to improve project delivery by increasing lead times for planning and design, ensuring earlier and more effective construction awards.

Organization
The FENCE, led by a civilian chief, focuses on providing integrated facility engineering management. Primary installation support includes centralized program management and execution, military and sustainment, restoration and modernization design and construction expertise, and technical support services. The center is organized into seven divisions: technical services, housing, operating forces design and construction, mobility and support forces D&C, strategic D&C, Pacific operations and European operations.

Technical Services Division
The Technical Services Division serves as the Air Force center of expertise for architecture, interior design, facility design and construction standards and processes, sustainability, and strategic acquisition. The division contains subject matter experts and specialists who create and maintain regulatory criteria relating to facility design and construction, perform technical reach-back services and program analysis for MILCON and SRM projects, and provide AFCEC-wide, strategically-sourced contract tools and program management.

Housing Division
The Housing Division provides management services throughout the life cycle of the Air Force Housing Program. Division responsibilities include master planning, Integrated Priority List and budget development, and design management for housing MILCON and SRM programs. The division is also responsible for the execution of the Dorm Focus Fund and execution of Housing Privatization projects from concept development through transaction closing, including providing post-closing management and oversight of housing program projects.

Operating Forces D&C Division
The Operating Forces Design and Construction Division provides centralized D&C management in support of stateside Air Force Installations. The division is aligned to support Air Combat Command, Air Force Space Command, Air Force Global Strike Command and the Air Force Special Operations Command. The division also supports all medical D&C efforts. The primary focus for Operating Forces D&C Division is supporting military construction, restoration and modernization, and sustainment D&C projects.

Mobility/Support Forces D&C Division
The Mobility/Support Forces D&C Division provides centralized D&C management in support of stateside Air Force Installations. The division is aligned to Air Mobility Command, Air Force Materiel Command, Air Force District of Washington, Air Education and Training Command and the U.S. Air Force Academy. The primary focus for the division is supporting military construction, restoration and modernization, and sustainment D&C projects.

Strategic D&C Division
The Strategic D&C Division provides sustainable design, execution and management for vertical new construction and environmental projects in contingency and non-contingency settings for strategic customers. Based on a cost-reimbursable basis, the division is responsible for sustainment, restoration and modernization of strategic systems. The division is aligned to support mission requirements of the Air Force in addition to construction, SRM and environmental requirements for strategic Department of Defense and non-DoD agencies.

Pacific Division
The Pacific Division provides centralized design and construction, environmental and real property program management and support to Pacific Air Forces, its four numbered Air Forces and seven major installations, as well as other major commands with a presence in the Pacific theater. The Pacific Division serves as an adjunct of the greater AFCEC and provides a single point of entry to products and services offered by AFCEC. The Pacific Division has a forward operating location in Alaska.

Europe Division
The Europe Division provides centralized design and construction, environmental and real property program management and support to headquarters and installations of the U.S. Air Forces in Europe, as well as other major commands with a presence in the European theater. The Europe Division serves as an adjunct of the greater AFCEC and provides a single point of entry to products and service offered by AFCEC. The Europe Division has a forward operating location in the United Kingdom.
