Energy
 The Energy Directorate, located at Tyndall Air Force Base, Fla., consists of engineers, energy experts, contract officers and support staff who provide expertise to installations and major commands. They identify, evaluate and help implement technologies and funding strategies to reduce Air Force energy consumption and costs to meet federal energy goals. The directorate has five divisions: Performance Measurement and Analysis; Program Development; Program Execution; Rates and Renewables; and Utilities Privatization.

In 2012, the AFCEC Energy Directorate continued management of a $1.9 billion funding strategy (2010 through 2015) for renewable energy and energy and water conservation.
Some of our most recent accomplishments include:
- Final execution of a 14.5 MW solar photovoltaic Power Purchase Agreement at Davis-Monthan AFB
- Development of the Air Force 1-Gigawatt Renewable Energy Plan
- Management of more than 300,000 energy data points annually
- Execution of phase two of the Sustainable Infrastructure Assessment Program including investment grade energy audits at 57 bases
- 34 utility systems scheduled for privatization
- Execution of a contract to install advanced meter reading systems at 80 bases
- Participation in development of an Air Force Net Zero Implementation Plan

 The Performance Measurement and Analysis Division assists with the development of energy conservation policy and guidance, manages the facility metering initiative, manages inputs to the Air Force Energy Reporting System and produces the Annual Energy Management Report, which is reported to Congress. The division has oversight of the Resource Efficiency Manager Program, as well as compliance with the Energy Independence and Security Act of 2007 Section 432 requirements. |

 The Utilities Privatization program, as directed by the Office of the Secretary of Defense, involves the conveyance, with a bill of sale in perpetuity, of a utility system (electric, natural gas, water, and wastewater) to a municipal, private, regional, district, or cooperative utility company; and a utility services contract for operations, maintenance, and recapitalization for a period not to exceed 50 years. The UP program allows Air Force active, Guard, and Reserve installation commanders to focus their operations and maintenance activities on core defense missions. Energy Directorate 
This division supports major commands and installations with the development and execution of renewable energy projects and management of utility procurement contracts. CNR assists installations with the purchase of renewable energy and renewable energy certificates. The division includes the Utility Rates Management Team, made up of engineers and attorneys, who negotiate on behalf of the Air Force to help installations procure utility service at a fair and reasonable price. The URMT also analyzes bases' utility bills to find savings opportunities and represents installations before state utility regulatory bodies. The Program Development Division provides centralized planning, programming and oversight of direct and third-party investments to implement the Facility Energy Capital Investment Plan. CND validates the scope and savings of projects and prioritizes them. The division requests and tracks transfer of funds to carry out capital investment plans, including Sustainment, Restoration and Modernization and Energy Conservation Investment Program dollars.
The Program Execution Division provides contract execution support for the Capital Investment program, and legacy SRM programs. CNE interfaces directly with Procuring Contracting Officers and Administrative Contracting Officers to define and implement contract acquisition strategies in support of energy program execution. CNE supports all pre-award and post-award project management activities associated with contract procurement and administration throughout project completion and close-out.
