Josephus Daniels (1862–1948) was Secretary of the Navy during the Wilson administration. The North Carolina Democrat and long-time publisher of the Raleigh News & Observer also served as Ambassador to Mexico during the administration of Franklin D. Roosevelt. Daniels tended to be progressive in most matters other than race, and he remained a lifelong white supremacist.
