Cynthia L. Culpepper, a member of the Senior Executive Service, is the Director of Contracting, Air Force Special Access Programs, Deputy Assistant Secretary (Contracting), Office of the Assistant Secretary of the Air Force for Acquisition, Washington, D.C. Ms. Culpepper provides the appropriate level of oversight and support for Air Force Classified Contracting at the Air Force headquarters level, resulting in more consistent procedures and practices within the Special Access Programs community.

Ms. Culpepper, a native of Alabama, graduated from Mercer University and began her career at Warner Robins Air Logistics Center, Robins Air Force Base, Ga. She has a wide range of experience in all aspects of systems, logistics, research and development, and operational contracting. Prior to her current assignment, Ms. Culpepper served as Chief of Contracting for the Air Force Rapid Capabilities Office, Security, Counterintelligence and Special Program Oversight Division, and Air Force Special Programs Office.
