Maj. Gen. Phillip E. Bracher (pronounced Brock-er) is director of command control systems and logistics for U.S. Space Command, and director of communications-computer systems for Air Force Space Command, Peterson Air Force Base, Colo. His organizations provide the planning, policy, management direction, implementation and operational support of command control systems, communications, computers, systems integration and certification, architecture, supply, transportation and logistics systems.
General Bracher was born in Boonville, Ind., where he attended high school. He earned a bachelor of science degree from the University of Evansville in 1961 and a master of science degree from Our Lady of the Lake College in 1970. He completed Squadron Officer School in 1967, Air Command and Staff College in 1974, Industrial College of the Armed Forces in 1975 and the Armed Forces Staff College in 1977.
The general entered the Air Force in 1962 through the Reserve Officer Training Corps program. Upon graduation from the Communications-Electronics School, Keesler Air Force Base, Miss., he was assigned to the 465th Bombardment Wing, Robins Air Force Base, Ga., as the wing communications officer. From June 1965 to April 1966 he was chief of maintenance and communications operations at Royal Air Force Station Kirknewton, Scotland. He then was assigned to Headquarters European Security Region, Frankfurt, West Germany, where he was responsible for the management of all communications supporting Air Force Security Service operations in Great Britain, Greece, Turkey, Pakistan and the European continent.
In June 1968 General Bracher returned to Keesler Air Force Base to attend the Communications-Electronics Staff Officer Course. Upon completion, he became director of communications plans and programs at Headquarters U.S. Air Force Security Service, Kelly Air Force Base, Texas. In July 1972 he was assigned as an action officer in the Office of the Deputy Chief of Staff for Programs and Resources, Headquarters U.S. Air Force, Washington, D.C. From July 1974 to July 1976 he was assigned to the Office of the Joint Chiefs of Staff, Washington, D.C., as chief of the Satellite and Communications Security Branch.
General Bracher completed Armed Forces Staff College in February 1977. He then was assigned to Washington, D.C., where he served first as commander of the 1814th Communications Squadron, then as commander of the 1980th Communications Group. In November 1985 he became commander of the 1st Space Wing, Air Force Space Command, Peterson Air Force Base. In October 1987 he was assigned as director of the Defense Communications Systems Organization, Defense Communications Agency, Arlington, Va. In March 1990 he became director of command, control and communications systems at Headquarters U.S. European Command, Stuttgart, Germany. He assumed his current position in June 1992.
The general's military awards and decorations include the Defense Superior Service Medal with oak leaf cluster, Legion of Merit, Meritorious Service Medal with two oak leaf clusters, Joint Service Commendation Medal and Air Force Commendation Medal with two oak leaf clusters. He wears the Master Space Badge.
He was promoted to major general May 16, 1991, with same date of rank.
