Randy E. Brown, a member of the Senior Executive Service, is the Director, Intelligence, Surveillance, Reconnaissance, and Requirements Directorate, Headquarters Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio. He enables AFMC to deliver war-winning capabilities through life-cycle capabilities planning, technology development and transition, intelligence integration, special programs, and acquisition support.

Mr. Brown joined the Air Force in 1973 and served four years on active duty. This was followed by four years of industry service, part of which included research and development work with General Dynamics of Pomona, California. His civilian government service began in 1981 with an assignment in the F-4 System Program Office at Hill AFB, Utah. He then transferred to Wright-Patterson AFB and served in a variety of assignments, including Chief of the Electronic Warfare Program Office's Wild Weasel Division, followed by a second key leadership role as the Chief of that organization's Suppression of Enemy Air Defense and Simulation Division. In 1992, Mr. Brown was selected as Chief of the Air Force Program Management Division in Saudi Arabia.

Mr. Brown returned to Wright-Patterson AFB in 1996. His leadership roles included Deputy Chief of F-15 International Programs, Deputy Director of the Joint Primary Aircraft Training System Program, Director of Business and Integration and Chief of Production for the C-17 System Program Office, and Air Force Lead Program Manager for the Joint Unmanned Combat Air System and Director of the Global Hawk Program. He has also served as the Deputy Director, Intelligence and Requirements, Headquarters Air Force Materiel Command. Prior to his current assignment, Mr. Brown was Director, Armament Directorate, Eglin Air Force Base, Florida, where he led more than 1,000 personnel executing a portfolio valued at more than $52 billion.
