Brig. Gen. Scott A. Kindsvater is the Deputy for Security Cooperation, Office of the Defense Representative, Pakistan, U.S. Embassy Islamabad. General Kindsvater is responsible for planning, coordinating and executing one of the largest and most strategically important capacity building programs in the world. He implements over $7 billion in security assistance training and programs, integrates exercises and engagements with U.S. Central Command component commands, and adjudicates Coalition Support Fund reimbursements. He also oversees technical and operational assistance to Pakistan's military in support of Operation Enduring Freedom and Combined Joint Task Forces for Anti-Piracy and Maritime Security Operations.

General Kindsvater was commissioned in 1989 after graduating from the U.S. Air Force Academy. He is an F-15E weapons school graduate and instructor. General Kindsvater is a command pilot with more than 3,600 hours of flight time, to include more than 600 combat hours over Iraq and Afghanistan. He has held various staff assignments to include: 9th Air Force/U.S. Air Forces Central, U.S. Air Force Headquarters, the Joint Staff, and Military Fellow to U.S. Sen. Pat Roberts. He commanded the 336th Fighter Squadron, 336th Expeditionary Fighter Squadron three times, was commandant of the U.S. Air Force Weapons School, and recently commanded the 93rd Air Ground Operations Wing.
