Vincent J. Meloy was born in 1895 in Brooklyn, N.Y. He served as a private in the New York National Guard, and as a private, 1st Aero Company, from Sept. 1, 1916, to Sept. 23, 1916; as a private and private first class, Aviation Service, Signal Enlisted Reserve Corps from Aug. 15, 1917, to Dec. 16, 1917, when he was appointed a first lieutenant, Aviation Section, Signal Reserve. He was commissioned a second lieutenant in the Air Service, Regular Army, on July 1, 1920.
General Meloy attended the Infantry Training Camp, Plattsburg, N.Y., during the summer of 1915 and 1916. Following his enlistment in the New York National Guard in August 1916, he was transferred to the School of Military Aeronautics at Massachusetts Institute of Technology, Boston, in June 1917. At the termination of the course he moved to Selfridge Field, Mich., the following August.
Upon completing his training as a Reserve Military Aviator at Hazelhurst Field, N.Y., in December 1917, he began his first commissioned service at the Aviation General Supply Department, N.Y., serving until January 1919. He next became an instructor in the Flying Department, Kelly Field, Texas, until July 1919, when he was transferred to the 8th Aero Squadron at Camp McAllen, Texas, as Flight Commander. In July 1921 he moved with the 8th Aero Squadron to Kelly Field, Texas.
In March 1922 he became instructor, 136th Observation Squadron, Tennessee National Guard, Nashville, until March 1927, when he was ordered to Kindley Field, Fort Mills, Philippine Islands, for duty with the 2nd Observation Squadron. The following May he became Commanding Officer, Kindley Field, Fort Mills.
Upon his return to the United States, he was ordered to Washington, D.C., for duty with the Militia Bureau in July 1929, and one year later became Assistant to the Chief, Operations and Organization Division, Militia Bureau, Washington, D.C. From July 1932 to September 1933 he served as Assistant Chief, Operations and Organization Division, National Guard Bureau, Washington, D.C.
His next assignment was to Maxwell Field, Ala., to enter the Air Corps Tactical School. He graduated in June 1934 and the following September entered the Command and General Staff School, Fort Leavenworth, Kan. Following his graduation from the two-year course in June 1936, he became Commanding Officer, 20th Bombardment Squadron, Langley Field, Va.
He participated in the U.S. Army Couth American Flight from Langley Field, Va., to Buenos Aires, Argentina, and return in February 1938.
He was Commanding Officer of the Army Air Corps Flight from Langley Field, Va., to Bogota, Colombia, and return, in connection with the inaugural ceremonies of President Santos in August 1938.
General Meloy became Commanding Officer, 29th Bombardment Group, Langley Field, Va., in February 1940, and the following May moved with this unit to MacDill Field, Fla. In January 1941 he became Assistant Chief of Staff, G-3, Third Air Force, at Tampa, Fla., and in March 1942 was ordered to duty with the War Department General Staff, Washington, D.C. He was named Wing Commander, Caribbean Air Wing, Air Transport Command, Morrison Field, Fla., in January 1943, and the following November became Wing Commander, Air Transport Command, at an overseas station. In July 1944 he returned to this country to take command of Traux Field, Wis., until January 1946.
He is rated a command pilot, combat observer and aircraft observer.
