Brigadier General Henry J. Sechler is director of international programs, Office of the Deputy Chief of Staff, Programs and Resources, Headquarters U.S. Air Force, Washington, D.C.
General Sechler was born in 1932, in Clara City, Minn., where he graduated from high school and then attended Augsburg College, Minneapolis, majoring in business administration. He is a graduate of Squadron Officer School, Maxwell Air Force Base, Ala., and the Industrial College of the Armed Forces, Fort Lesley J. McNair, Washington, D.C.
He entered the U.S. Air Force as an aviation cadet in November 1952. Following graduation from navigator training in October 1953, he was commissioned a second lieutenant. His first assignment was with the 91st Strategic Reconnaissance Squadron, Yokota Air Base, Japan. He flew as a radar operator on RB-29s and RB-50s until April 1955 when he returned to the United States for B-47 and B-52 upgrade training at James Connally Air Force Base, Texas.
From December 1955 to May 1958, General Sechler was assigned as a wing standardization navigator at Westover Air Force Base, Mass. He then served as a KC-135 instructor navigator at Carswell Air Force Base, Texas, until January 1960. Following graduation from Squadron Officer School in April 1960, he transferred to Wurtsmith Air Force Base, Mich., as a KC-135 and B-52 instructor navigator, and operations plans officer for the 379th Bombardment Wing.
After a temporary tour of duty on Guam, the general returned to Carswell Air Force Base in September 1965 as chief B-52 scheduling and plans officer for the 7th Bombardment Wing's operations in Southeast Asia. Transferring to Headquarters Strategic Air Command, Offutt Air Force Base, Neb., in 1967, General Sechler served as the command's flying hour program manager and later as chief of the Flight Management Division at SAC headquarters.
In April 1972 he moved to the Directorate of Programs at Air Force headquarters as chief of the flying hour program. He was responsible for programming and justifying before the Office of the Secretary of Defense and the Congress all flying hours associated with every aircraft in the Air Force inventory. He become chief of the Programs Office, Directorate of Budget, Office of the Comptroller of the Air Force in September 1975. While there he managed the interface between the Air Force program and budget.
Appointed director of cost and management analysis, Office of the Comptroller of the Air Force, in November 1978, General Sechler was responsible for the independent cost analysis of new weapon systems, financial management policy for foreign military sales, management analysis, and economic analysis practice and policy decisions throughout the Air Force.
Upon returning to the Directorate of Programs, Office of the Deputy Chief of Staff, Programs and Resources, in July 1980, he served as deputy director of resources until April 1981, when he assumed his present duties.
The general is a master navigator with more than 4,500 flying hours. His military decorations and awards include the Meritorious Service Medal with oak leaf cluster and Air Force Commendation Medal with oak leaf cluster.
He was promoted to brigadier general July 1, 1981, with date of rank June 11, 1981.
