Brigadier General Edwin S. Wittbrodt is commander of the Air Force Accounting and Finance Center and assistant comptroller of the Air Force for Accounting and Finance, Denver, Colo.
General Wittbrodt was born in 1916, in Flint, Mich. He graduated from Flint Northern High School in 1936 and then attended the General Motors Institute of Technology, pursuing courses in mechanical engineering. He entered active duty with the Army in March 1941 and served in an enlisted status until appointed as an officer candidate in March 1942. He was commissioned a second lieutenant in July 1942 at Fort Warren, Wyo.
During World War II from July 1942 to October 1945 he served as an instructor, company commander and battalion executive officer with the Army in various locations in the United States and European Theater of Operations. From October 1945 to June 1949 he attended service schools and served as a staff officer with Headquarters Army Service Forces and as a budget and fiscal officer, Office of the Quartermaster General in Washington, D.C.
After transferring to the Air Force in June 1949, General Wittbrodt was assigned to Headquarters U.S. Air Force as a budget officer. During this assignment he attended the Department of Agriculture Graduate School of Business Administration, taking courses in business administration and Federal auditing. In April 1953 he was assigned as director of budget and accounting at Headquarters Northeast Air Command, Newfoundland.
He returned to the United States in June 1956 and again was assigned to Headquarters U.S. Air Force as a budget officer. During his two assignments in Headquarters U.S. Air Force he served in positions as assistant to the director of budget; chief, Military Personnel Branch; deputy chief, Military Personnel and Construction Division; deputy chief, Financial Management Division, and deputy chief, Operations and Maintenance Division. He assisted in writing the first Air Force Manual of Budget Administration and in negotiating the transfer of funds from the Department of the Army under the Joint Army-Air Force Adjustment Regulations.
In August 1961 he entered the Industrial College of the Armed Forces at Fort McNair, Washington, D.C. After graduating in June 1962, he was assigned as comptroller, Space Systems Division, Los Angeles, Calif., where he initiated several new techniques directed toward improving management systems in support of space programs. During the period October 1963 to May 1964 General Wittbrodt attended the Graduate School of Business Administration, University of Southern California, and is a graduate of the Managerial Policy Institute.
He was named comptroller, Aeronautical Systems Division, Wright-Patterson Air Force Base, Ohio, in August 1964. During this assignment he actively participated in the development of system program management courses and gave lectures on the budget/programming process and management control systems at the Defense Weapons Systems Management Course.
In July 1966 he was assigned as assistant comptroller of the Air Force, Headquarters U.S. Air Force and remained in that position until September 1967 when he was appointed director of accounting and finance, comptroller of the Air Force.
He assumed his present position as commander of the Air Force Accounting and Finance Center and assistant comptroller of the Air Force for Accounting and Finance, Denver, Colo., in August 1968.
General Wittbrodt is a member of the American Society of Military Comptrollers and is currently a national vice president and a past president of the Washington chapter. He is also an active member of the Federal Government Accountant's Association.
His military decorations include the Legion of Merit, Soldier's Medal, Air Force Commendation Medal with oak leaf cluster and the Army Commendation Medal.
