Brigadier General Jowell Clark Wise is vice commander of the Ogden Air Materiel Area, Air Force Logistics Command, with headquarters at Hill Air Force Base, Utah.
General Wise was born in 1918, in Oklahoma City, Okla. He graduated from Classen High School in 1936. While a student at the Fullerton, Calif., Junior College in 1937-39, he served with the 115th Observation Squadron of the California National Guard.
He holds a bachelor of military science degree from the University of Maryland and a master of business administration degree from The George Washington University.
General Wise was accepted in the aviation cadet program in 1940. He received his pilot wings and second lieutenant commission in May 1941.
During World War II, General Wise served in the Asiatic-Pacific Theater flying B-25 bombers and P-40 and P-51 fighters. He commanded the 17th Reconnaissance Group, from August through December 1945, during which time the group moved from Ie Shina to Tokyo following Japan's surrender. He participated in the New Guinea, Northern Solomons, Bismarck-Archipelago, Luzon, Western Pacific, Air Offensive Japan, China Defensive, and Southern Philippines campaigns. He was credited with 120 combat missions with a total of 425 combat hours and was awarded the Distinguished Flying Cross with oak leaf cluster; the Air Medal with six oak leaf clusters, and the Purple Heart.
His 21 years experience in jet aircraft began with his postwar assignment in 1946 to Muroc Army Air Field, Calif., (now Edwards Air Force Base), as a flight test pilot. He flew the first jet fighters: the P-59, XP-84, and XP-86.
In March 1950 General Wise became the flight test and acceptance director in the Directorate of Procurement and Industrial Planning of the Southern Air Procurement District. He was responsible for production and acceptance tests of the B-47 Stratojet, the backbone of Strategic Air Command during the 1950s.
From January 1952 to July 1958 he served as director of flight test and acceptance for SOAPD at Fort Worth, Texas, managing the integration of the B-47 and the B-36 aircraft into the SAC inventory.
In August 1953 General Wise was assigned to the Military Assistance Advisory Group, Formosa. As team commander in the Directorate of Operations Advisor, he was responsible for the transition training of Chinese pilots from the F-51 and F-47 to the jet-eng1ned F-86. The Republic of China pilots awarded him Chinese pilot's wings.
In October 1955, General Wise was assigned to the Directorate of Procurement and Production in the office of the Deputy Chief of Staff, Materiel at U.S. Air Force Headquarters, Washington, D.C., as chief of the Manned Aircraft Division. He was named chief, B-52 Division, Directorate of Materiel Management, Oklahoma City Air Materiel Area, Tinker Air Force Base, Okla., in July 1959. He attended the industrial College of the Armed Forces in 1962-1963.
General Wise was awarded the Legion of Merit for outstanding service as chief, Operations Division, Directorate of Operations, Headquarters Air Force Logistics Command, Wright-Patterson Air Force Base, Ohio, from August 1963 to December 1965. In December 1965, he became commander of Wright-Patterson Air Force Base and 2750th Air Base Wing.
General Wise was assigned as vice commander, Ogden Air Materiel Area in July 1968.
