Brigadier General Clinton H. Winne Jr. is deputy director, Intelligence Community Staff, Central Intelligence Agency, Washington, D.C.
General Winne was born in 1930, in Troy, N.Y., where he graduated from Lansingburgh High School. He received a bachelor's degree from the U.S. Military Academy, West Point, N.Y., in 1952 and master of science degrees in aeronautical engineering and instrumentation engineering from the University of Michigan in 1959. The general completed the Air War College, Maxwell Air Force Base, Ala., in 1973.
Following graduation from the academy, he was commissioned in the Air Force and entered pilot training at Bartow Air Base, Fla. His first flying assignment was in the 49th Fighter-Interceptor Squadron at Dow Air Force Base, Maine, as an F-86D pilot.
From September 1957 to September 1959, he attended the University of Michigan under the Air Force Institute of Technology program. After graduation he was assigned to Patrick Air Force Base, Fla., as a research and development project officer in Air Force Systems Command.
General Winne returned to flying duty as an F-102 Pilot at Elmendorf Air Force Base, Alaska, in January 1965. This tour of duty was followed by an F-4 assignment at Ubon Royal Thai Air Force Base, Thailand, where he served from September 1968 to October 1969, as operations officer of the 433rd Tactical Fighter Squadron and flew a total of 159 combat missions.
He was then assigned as a staff officer in the Directorate of Plans, Headquarters U.S. Air Force, Washington, D.C., and in 1971 he transferred to the Organization of the Joint Chiefs of Staff as a strategic forces planner.
After graduation from the Air War College in August 1973, he was assigned to the 456th Bombardment Wing, Beale Air Force Base, Calif., as deputy commander for operations and in May 1974 became the wing's vice commander. He served as commander of the 916th Air Refueling Squadron at Travis Air Force Base, Calif., from July 1975 to May 1976.
The general was then named commander of the 28th Bombardment Wing, Ellsworth Air Force Base, S.D., and remained there until May 1978 when he become assistant deputy chief of staff for operations and intelligence, Headquarters U.S. Air Forces in Europe, Ramstein Air Base, Germany.
Upon his return to the United States in August 1980, he was associate deputy to the director of central intelligence for collection tasking at the Central Intelligence Agency. He assumed his present duties in May 1981.
General Winne is a command pilot with 4,800 hours flying time, of which 248 are combat hours. His military decorations and awards include the Legion of Merit with two oak leaf clusters, Distinguished Flying Cross, Bronze Star Medal, Air Medal with nine oak leaf clusters and Air Force Commendation Medal with oak leaf cluster.
He was promoted to brigadier general April 1, 1978, with same date of rank.
General Winne's hometown is Troy, N.Y.
