Rule of Law Handbook, 2011 Rule of Law Handbook — A Practitioner’s Guide (PDF)
(2011 edition; 325 pages)
The handbook provides a framework, gleaned from practitioners, for conducting rule of law missions in the context of U.S. military interventions. This 5th edition contains new material, updates, and improvements throughout. The most fundamental change in Rule of Law (ROL) operations is reflected in Chapter 7, which describes the Rule of Law Field Force – Afghanistan, detailing the organizational composition, interaction with other ROL players, and the substantive output that this judge advocate-led command has delivered. The new Appendix B contains a list of available Rule of Law Training Courses. The staff at CLAMO led the publication of the handbook, but the handbook draws upon input from many different military organizations and government agencies. The handbook's purpose is to serve as a resource for military judge advocates performing rule of law operations, but it is also of value to the larger development community .

The purpose of the handbook is to serve as an advisory, working reference and training tool for judge advocates.
