    It says C. Juárez not Cd. (city which it'd be the correct abreviation for city) of Juárez. It makes me wonder if it is Calle (street) Juárez at Chihuahua, chihuahua.

    Entrada de los maderistas al trinfo de la Revolución en mayo de 1911. El portador de la bandera es el General Roque González Garza. Calle 16 de Septiembre y Juárez. El edificio de la torre es la Antigua Aduana (donde el día 21 de mayo se firmaron "Los Tratados de Paz de Ciudad Juárez. La foto es muy posible se haya tomado después de la firma.     You can see a photo of Gen. Roque González Garza in Wikipedia, wearing the same clothes, posing with his brother Federico González Garza.
    That picture surely was taken at La Casa de Adobe during a reunion of main Revolutionists on May 10th 1911, after Ciudad Juárez, Chihuahua, was taken.

    The name is Roque González (paternal lastname), Garza (maternal lastname). In México we bear both lastnames. General González Garza was provisional President on 1915.

    I found a very similar photo printed on The San Francisco Call, May 16, 1911 (Chronicling America, Historic Newspapers, The Library of Congress). That photo was shot from Roque González´s left hand, maybe at the same site. Above the picture it can be read: "Tryumphal entry of Madero, his wife and ward of honor, into Juarez after the surrender. Major Roque González is shown in front carrying the flag".
