Former Naval Air Station Alameda: Notice of Proposed Plan and Comment Period for Operable Unit - 2C, Installation Sites 5, 10, and 12: 09/26/2012 - ALAMEDA, Ca -- The U.S. Navy, in coordination with state and federal environmental regulatory agencies, encourages the public to comment on the Proposed Plan for former Naval Air Station (NAS) Alameda Operable Unit 2C, Installation Restoration (IR) Sites 5, 10, and 12, located on Alameda Point in Alameda, California. The Proposed Plan presents the preferred alternatives to address contaminated soil/sediment and groundwater at IR Sites 5 and 10, and recommends no action for IR Site 12.

Former Naval Shipyard Hunters Point: Notice of the Availability of Record of Decision for the Final Supplemental Environmental Impact Statement for Disposal and Reuse of Hunters Point Naval Shipyard: 06/22/2012 - SAN FRANCISCO, Ca -- The Department of the Navy (DoN), after carefully weighing the environmental consequences of the proposed action, announces its decision to dispose of the Hunters Point Shipyard in a manner consistent with the San Francisco Redevelopment Agency’s (SFRA’s) Hunters Point Shipyard Redevelopment Plan, as amended August 3, 2010. The Record of Decision (ROD) amends the DoN’s previous ROD for the Disposal and Reuse of the Hunters Point Annex to the Naval Station Treasure Island, Formerly Hunters Point Naval Shipyard, San Francisco, California, November 20, 2000 (65 FR 69744).

Former Naval Air Station Alameda: Dredging at Former Naval Air Station Alameda Seaplane Lagoon: 02/22/2012 - ALAMEDA, Ca -- As described in a Fact Sheet published December 22, 2011, the Department of the Navy is currently performing dredging at the former Naval Air Station (NAS) Alameda Seaplane Lagoon (Site 17). The purpose of this work is to protect human health and the environment by removing contaminated sediments. The Navy is aware of some recent concerns regarding equipment noise have been expressed about work being performed during the night.
The dredge barge generator used to supply power for the work is the primary source of noise associated with the cleanup operations, and a muffler has been in place since the beginning of the project to reduce noise. The Navy is attempting to install a more effective muffler to further reduce the noise level and expect the nighttime dredging will be completed later this month or early March, 2012.
Since January 26, 2012, the Navy has been working around the clock to complete all in-water work prior to the beginning of the nesting season of the endangered California Least Tern, and to minimize the cost to the taxpayers by avoiding daily mobilization/demobilization costs.
The cleanup is being conducted in accordance with the National Oil and Hazardous Substances Pollution Contingency Plan (NCP) and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The sediment cleanup consists of dredging, post-dredge sampling, dewatering the dredged sediments, sampling the dewatered sediments to determine their waste characteristics, and final disposal of the sediments.
During all phases of the IR Site 17 cleanup, health and safety protocols have been and continue to be in place to protect workers and the community. The dredging area is surrounded by a turbidity curtain to prevent the release of suspended sediment. Water quality is monitored to ensure that the dredging operations do not adversely impact water outside the contained dredging area. For land based work, dust controls are in place and air monitoring is conducted to ensure no dust is generated that could impact site workers or off-site receptors.

Former Naval Station Roosevelt Roads: Navy Transfers Nearly 1,000 Acres to Puerto Rico: 01/26/2012 - CEIBA, Puerto Rico -- The Department of the Navy today transfers 992 acres of the former Naval Station Roosevelt Roads (NSRR), Puerto Rico, to the Local Redevelopment Authority (LRA) for NSRR through an Economic Development Conveyance (EDC). An EDC is an authority provided to the military services to dispose of property for the purposes of job generation.
Under the terms of the EDC, the Navy will transfer a total of nearly 1,370 acres of land and improvements to the LRA in exchange for an anticipated consideration of $8.04 million. The Navy would also be paid an additional forty percent of all LRA revenue over $56.8 million received through 2035. The remaining 378 acres will be transferred to the LRA as Navy completes the environmental remediation process for the property.
“Through the transfer of 1,370 acres of lands and facilities to the Local Redevelopment Authority – Roosevelt Roads, the government of Puerto Rico will achieve Governor Luis Fortuño’s strategic objective of creating jobs and spurring economic growth in the towns of Ceiba and Naguabo, and the eastern region of Puerto Rico, which were most severely impacted by the closure of former Naval Station Roosevelt Roads,” said Jaime López, Interim Executive Director of the LRA. “
Both the Navy and the Commonwealth of Puerto Rico benefit from this transfer noted James Anderson, Director of Navy BRAC PMO Southeast. The Navy will no longer have to carry caretaker and security costs for the property and the Commonwealth will reap the benefits of maximizing economic and job creation potential for this area of the Caribbean Anderson also said.
“We have kept our promise to communities adjacent to NSRR and the people of Puerto Rico that we would finalize negotiations with the Navy this year. The culmination of the Economic Development Conveyance process also represents a vote of confidence by the Navy to the vision and viability of the Master and Business Plans proposed by the LRA and the ability of the government of Puerto Rico to make this redevelopment project a reality. We appreciate the cooperation and support provided by Navy officials throughout this process,” said López.
With this transfer, the Navy will have disposed of over 65% of NSRR. Next month the Navy will initiate a public sale auction for over 2,000 acres. Information regarding the sale can be found at www.roosey-roads.com

Former Naval Weapons Station Seal Beach Detachment Concord: Notice of Proposed Plan and Public Comment Period for Installation Restoration Site 27: 01/04/2012 - CONCORD, Ca -- The Department of the Navy (Navy), in coordination with state and federal environmental regulatory agencies, encourages the public to comment on the Proposed Plan for Installation Restoration Site 27 (Site 27) in the Inland Area at the former Naval Weapons Station Seal Beach Detachment Concord (NAVWPNSTA Concord). Former NAVWPNSTA Concord was a major naval munitions transport and shipment facility located in the north-central portion of Contra Costa County, California, about 30 miles northeast of San Francisco. Site 27 is located within the northwestern portion of the Inland Area and occupies approximately 0.41 acres. The Proposed Plan presents a summary of investigations performed at Site 27 as well as the preferred approach for Site 27. The Navy completed a cleanup action at Site 27, removing soil that contained contaminants above levels considered safe for unrestricted reuse. Since there is no longer a risk to human health or the environment, no additional cleanup action is necessary for Site 27. Therefore, the Navy’s preferred approach is no further action.

The Navy invites interested members of the public to review and comment on the Site 27 Proposed Plan during a 30-day Public Comment Period, from January 4 to February 3, 2012. Public comments must be submitted in writing and be postmarked or e-mailed no later than February 3, 2012. In addition, members of the public are invited to attend the Public Meeting on Wednesday, January 18, 2012 at the Clyde Community Center, 109 Wellington Avenue, Clyde, California 94520, from 6:00 pm to 8:00 pm. Former Naval Air Station Brunswick: Airport PBC: 03/28/2011 - BRUNSWICK, Me -- The first parcel under the airport public benefit conveyance was conveyed to the Midcoast Regional Redevelopment Authority (MRRA). The property consisted of approximately 715 acres of land, including two 8,000 foot runways, taxiways and aircraft parking aprons, and 350,000 square feet of hangar space and related aviation facilities, along with 35 acres of avigation easements. A Bill of Sale was also executed conveying aviation/navigational aids and aviation ground support equipment. Navy Conveys 1,646 Acres at NSRR for Aviation Purposes: CEIBA, Puerto Rico -- On February 8th, 2008, the Department of the Navy successfully completed the transfer of ownership of the airfield operations property at the former Naval Station Roosevelt Roads in Ceiba, Puerto Rico, to the Port Authority of the Commonwealth of Puerto Rico. The transfer was completed via a no-cost Public Benefit Conveyance between the Navy and the Port Authority.
The Roosevelt Roads airfield Public Benefit Conveyance is recognized as a significant step in the continuation of the Navy’s efforts toward the disposition of the former Naval Station Roosevelt Roads property.
Nestled into a valley surrounded by the coastal mountains to the north and the Delicias Hills to the south, the airfield operations property totals about 1,646 acres and includes both helipads and runways, the largest of which is an 11,000 foot main runway, designed and built to service virtually any type of commercial and private jet aircraft. The land transfers by the Navy along with the planned future redevelopment efforts at the former Naval Station Roosevelt Roads are seen by many as potential key contributors to the future economic development of the Commonwealth of Puerto Rico, particularly in the eastern sector of the island.

The Navy to conduct structural analysis of Hangar 1 at former NAS Moffett Field: SAN DIEGO, Calif. -- The U.S. Navy Base Realignment and Closure (BRAC) Program Management Office West will conduct a structural analysis of Hangar 1 at former Naval Air Station Moffett Field. The structural analysis will determine the integrity of the hangar’s structural steel, which will aid in the evaluation of several alternatives being evaluated in the Engineering Evaluation/Cost Analysis (EE/CA). Results of the structural analysis will be incorporated into the EE/CA. While a structural analysis is traditionally conducted during the pre-design phase of an environmental restoration project (post EE/CA), the Navy feels that conducting a structural analysis at this time will provide valuable information that is needed to make a sound evaluation of several alternatives to determine if they would be feasible if selected.
Because the Navy is adding the structural analysis to the EE/CA, release of the document will be after the analysis is complete, rather than December 2007 as previously planned.
The EE/CA’s release is not anticipated to delay the implementation schedule of the cleanup action. At the upcoming January 10th Moffett Field Restoration Advisory Board (RAB) meeting, the Navy will provide an update on the structural analysis and the anticipated release date of the EE/CA.
A public meeting to accept oral comments on the EE/CA will be scheduled within the public comment period following the EE/CA release. Community members will be notified of the EE/CA release and public meeting dates when they are available.

Naval Station Pascagoula reverts to State of Mississippi: PASCAGOULA, Miss. -- After more than 12 months of teamwork between the Secretary of the State of Mississippi's Office and the Navy, ownership of Naval Station Pascagoula (known to the local community as Singing River Island) returned to the State of Mississippi on June 1, 2007. Navy representatives from BRAC Program Management Office, Naval Station Pascagoula, Navy Region Southeast, Fleet Forces Command, Commander Navy Installations Command, Resident Officer in Charge of Construction Gulfport and Naval Facilities Engineering Command Southeast collaborated with representatives from the Mississippi Secretary of State's Office, Jackson County Economic Development Foundation (Local Redevelopment Authority- LRA) and the Office of Economic Adjustment to work through various issues and concerns to expedite the conveyance of this property. This conveyance via reversion of approximately 528 acres of land with 75 buildings is the first major Navy property disposal for the 2005 round of base closures.
The 2005 BRAC law slated Naval Station Pascagoula for closure. Naval Station Pascagoula was composed of three (3) non-contiguous parcels of property: Singing River Island, Lakeside Manor and Sand Hill Family Housing. Singing River Island represents the majority of the property and was acquired from the State of Mississippi with the stipulation that once it was no longer required by the Navy for a Homeport or related facilities, the island would automatically revert to the State of Mississippi.
In September 2006, Hurricane Katrina left significant water, roof and pier damage to the facilities on the installation. Most of the damage was repaired; however, some of the roof repairs were temporary and began to fail prior to conveyance. The State of Mississippi was greatly concerned about the condition of the facilities on the property post Hurricane Katrina as well as personal property inventory and utility costs as they were to assume ownership at the time of reversion. Although the Navy's mission on the island was complete November 2006, the reversion was delayed to allow additional repairs to be made to ensure weather tight facilities. These additional repairs totaled $1.9M.
In close communication with the State's representatives, the Navy drafted a scope of work for the repairs and provided a copy to the State prior to contract award. The contract was awarded February 2007 with an aggressive schedule that was completed May 2007, ahead of schedule.
An Environmental Condition of Property was completed August 2006 and was provided to the State's representatives. There were no environmental issues regarding hazardous wastes nor installation restoration as this installation became operational in 1992.
Air Force will take ownership of Sand Hill Family Housing on October 1, 2007 via federal agency transfer. Disposal of Lakeside Manor is pending.
