Education
As a former school board president, I believe that education policy is best guided by state and local school boards, teachers, and most of all, parents. I have fought to protect local control so that school districts can make the right choices to bring their classrooms into the 21st century with the student achievement methods that work best for them. Specifically, I support growth models that allow teachers to be creative instead of teaching to the test, while still being held accountable for student progress. We also must provide opportunities, incentives and organizational support to improve the quality of instruction in the classroom, as well as recruit and retain the most skilled teachers. Finally, our education system must enhance programs that help special needs students excel, while ensuring that our best and brightest receive the specialized instruction that they need to keep America competitive in our increasingly global economy.

Biggert Statement: Hearing on "Examining GAO's Review of Selected Head Start Grantees"
Thank you Chairman Miller, and thank you to the witnesses who are here this afternoon to discuss this extremely important – and extremely troubling – topic. As the name indicates, the Head Start program is designed to give our neediest children a "head start" before enrolling in school. Because children who lag behind when they start school tend to remain behind, Head Start is supposed to help close the readiness gap between low-income children and their more affluent peers. . .
