S. 1275 is expected to be considered on the House floor on Tuesday, December 14, 2010, under a suspension of the rules, which requires a two-thirds majority vote to pass.  Sen. Warner (D-VA) introduced S. 1275 on June 16, 2009, and the Senate approved it by unanimous consent on December 9, 2010.

S. 1275 would establish the National Foundation on Fitness, Sports, and Nutrition, which is a charity and nonprofit corporation.  This newly established foundation would not be an agency of the United States government and would not accept federal dollars or contracts.  The stated intent of the foundation would be to “further the purposes and functions” of the President’s Council on Physical Fitness and Sports.

Member Concerns:

Some members may be concerned that the private sector, rather than the government, is more appropriate to meet the need and goals for this proposed foundation.

The Congressional Budget Office estimates that S. 1275 would have no net impact on direct spending or revenues.
