H.R. 5702 is expected to be considered on the House floor on Tuesday, November 16, 2010, under a suspension of the rules, requiring a two-thirds majority vote for passage.  This legislation was introduced by Rep. Eleanor Holmes Norton (D-DC) on July 1, 2010. 

H.R. 5702 would reduce the waiting period for holding special elections to fill vacancies in membership of the council in the District of Columbia from 114 days to 70 days.

The District of Columbia Home Rule Act created a council for Washington D.C., which consists of 13 elected members.  The law stipulates that in the event of a vacancy, the D.C. Board of Elections is required to hold a special election after a waiting period of 114 days.

According to the Congressional Budget Office estimates this bill will have no effect on the federal budget.
