Currently, the United States does not have a memorial to honor members of the Air Force that have distinguished themselves with bravery in flight. The bill would designate this memorial as the Distinguished Flying Cross National Memorial.

CBO estimates H.R. 2788 would have no effect on discretionary spending because the proposed memorial would not be constructed with federal funds.
