I think this may be a wife from the Loew Theater family.

According to an article in Time Magazine (January 7, 1935), "Mrs. Florence ('Queenie') Loew was the daughter of the late great George Fisher Baker." See: www.time.com/time/magazine/article/0,9171,748 315,00.html

Possibly Mrs William Goadby Loew, or E. Victor Loew - society leaders of New York? Their wives are mentioned in New York Times articles of that era as hostess of balls, events - with the likes of Mrs Cornelius Vanderbilt, Mrs Alfred G. Vanderbilt, Mrs Stuyvesent Fish all part of the Newport Circle. She would have attended balls and dinners at Crossways, the Breakers, Beaulieu all famous mansions of New York Society of the Gilded Age.

The name "Mrs. W. G. Loew" is actually inscribed on the negative. The Bain collection has other photos of her in which she is identified in full as Mrs. William Goadby Loew.

I did some research and found she is Florence Bellows Baker Loew. I started an entry in Wikipedia for her:

Florence Bellows Baker Loew (1876–1936) was a horse woman and philanthropist and award winning horticulturist.
