H.R. 1171 is being considered on the floor on Monday, March 30, 2009, under suspension of the rules, requiring a two-thirds majority vote for passage. This legislation was introduced by Representative John Boozman (R-AR) on February 25, 2009, and referred to the Veterans' Affairs, which held a mark-up and reported the bill by voice vote on March 19, 2009.

H.R. 1171 would reauthorize the Homeless Veterans Reintegration Program, at current funding levels ($50 million annually) through 2014. The bill would also establish a women veterans and homeless veterans with children reintegration grant program which would authorize the Secretary of Labor to provide grants to facilities that offer services for homeless women veterans and homeless veterans with children. The bill would authorize $10 million annually for the women and homeless veterans with children program, through 2014.

The Homeless Veterans Reintegration Program (HVRP) was established in 1987 to provide services to homeless veterans such as job training, counseling, and job placement.  The program provides grants to entities that provide such services to homeless veterans, and is operated by the Department of Labor's Veteran Employment and Training Services (VETS).    H.R. 1171 would also create a new program specifically for providing similar job training services to women veterans and homeless veterans with children.  According to the report, the Department of Veterans' Affairs held 157 local events for homeless veterans in 2008, and 2,347 of the participants were women, while 1,327 participants were children.

 

According to CBO, H.R. 1171 would authorize $60 million annually and $300 million over five.
