During a second term in the White House, President Barack Obama will have more freedom to impose tougher regulations on domestic drilling, despite stiff opposition from the oil and gas industry. But the newly reelected president also will have more latitude to approve natural gas exports and the controversial Keystone XL pipeline, without the risk of alienating environmentalists he needs at the ballot box.
