Carol Bates assumed the position of Inspector General, Architect of the Capitol (AOC) in August 2008. The responsibilities of this office include conducting audits and investigations of the AOC, recommend policies to promote economy and efficiency of Agency operations and to keep the Architect of the Capitol and Congress informed about issues in the administration of AOC programs and operations.

Ms. Bates comes to the Agency from the Office of Inspector General, Corporation for National and Community Service where she worked as an Audit Manager, Assistant Inspector General for Audit and for a period as Acting Inspector General. Her responsibilities included formulating the Audit Plan, conducing audits, supervising audits and serving as the Contracting Officers Technical Representative for audits and evaluations performed under contract to the OIG. She was also responsible writing, updating and ensuring compliance with audit policy.

Prior to joining the OIG, Ms. Bates was employed by the Defense Contract Audit Agency (DCAA), which provides oversight over civilian agency and Department of Defense contracts. She began her Government career as a clerk typist and upon completing her Accounting Degree worked her way up to the position of Supervisory Auditor. In that role, Ms. Bates was responsible for the quality and timeliness of the her team’s audits, compliance with applicable Federal audit guidelines, establishing the team’s annual audit plan and the accuracy of management information and statistics regarding staff accomplishments. She also periodically served as a recruiter for the DCAA.

In addition to her positions as a Federal auditor, Ms. Bates was an Adjunct Professor of Accounting at Montgomery College in Maryland.

Ms. Bates received a Bachelor’s Degree in Education from the University in Maryland and an Accounting Degree from the University of Maryland, University College. She received a Masters of Business Administration, with an emphasis in Management and Accounting, from Marymount (VA) University. Ms. Bates is a Certified Public Accountant and a member of the American Institute of Certified Public Accountants and the Maryland Association of CPAs.
